PBBM names 2 Comelec commissioners.
Ernesto Maceda Jr., an attorney, and Nelson Celis, an engineer, have been appointed and reappointed as commissioners of the Commission on Elections by President Ferdinand “Bongbong” Marcos Jr. (Comelec).
On October 3, Marcos approved the documents appointing Maceda and Celis.
After the Commission on Appointments (CA) passed up Celis’ initial appointment on September 28 due to a lack of time, Celis was reappointed.
Aimee Torrefranca-Neri, who failed to get the CA’s endorsement in June, was replaced by Celis.
On the other side, Maceda took over for George Erwin Garcia, the poll body’s chair.
According to their appointment documents, the two recently appointed Comelec officials’ mandates will end on February 2nd, 2029.
In August, Marcos initially named Celis, a seasoned information technology professional, as a Comelec commissioner.
He completed his bachelor’s degree in electronics and communications engineering at Don Bosco Technical College before continuing to De La Salle University for his master’s and doctoral work in business administration.
His areas of expertise include project management, business continuity management, corporate governance, information technology governance, strategic management, risk management, information security management system, business process management, systems audit, and event management.
Between 2003 and 2004, Celis worked as Resurreccion Borra’s principal consultant.
At the same time, Maceda was a professor at the law schools of the Pamantasan ng Lungsod ng Maynila (PLM), Far Eastern University-De La Salle University JD-MBA Program, and Arellano University, where she taught election law, administrative law, public officers, public corporations, and constitutional law.
Maceda also taught a master’s thesis at the PLM Graduate School of Law and was a professional lecturer at the Ateneo Law School.
In addition, he held the positions of executive vice president of PLM from 2007 to 2009, dean of PLM’s College of Law from 2006 to 2015, and president of Universidad de Manila from 2015 to 2019. He also served as president and chairman of the board of the Philippine Association of Law Schools.
Completed Comelec en banc
The Comelec, on the other hand, welcomed Celis’ re-appointment and the addition of Maceda, noting that this completes the Commission’s seven-member en banc.
Following their formal assumption to office, they will take the oath before Chairman (George) Garcia on Monday, according to a statement released by Comelec spokesman John Rex Laudiangco.
The commissioners Socorro Inting, Marlon Casquejo, Aimee Ferolino, and Rey Bulay make up the en banc in addition to Garcia.
Laudiangco asserted that Celis’ reappointment would be extremely advantageous to the electoral body.
“We believe that his knowledge of IT and extensive experience will be of great use to the Comelec and will further the automation of the voting procedures. We look forward to continuing the wonderful relationships in the Commission that he had already built following his prior appointment with his reappointment,” he said.
Meanwhile, Maceda was thrilled to have been appointed to the Comelec.
“I feel honored to have been given the important tasks and obligations of the Office of the Commissioner. Democracy’s primary tenet is that all power in the government comes from the people, who hold the sovereignty over it. The Commission on Elections performs its duty as the protector of the sovereign will by ensuring that the election is free, fair, credible, honest, orderly and peaceful, informed, and meaningful “, Maceda stated.
