On Monday, Marcos will sign the SIM Card Registration Act.
The Subscriber Identity Module (SIM) Card Registration Act is anticipated to be approved by President Ferdinand “Bongbong” Marcos Jr. on Monday.
Once it is signed, this will mark the beginning of the laws passed since Marcos took office on June 30.
The act’s signature supports government efforts to combat text- and online-based scams.
All public telecommunications organizations (PTEs) or direct dealers must request a valid photo ID with a SIM card user under this regulation.
Unless the subscriber permits access to his information, the information in the SIM card registration will be kept confidential.
The proposed law also requires telco companies to provide the entire name and address listed on a SIM card registration upon receipt of a valid subpoena or court order.
To obtain information about the SIM card holder, law enforcement agencies looking into alleged phone crimes may also make a written request to telco companies.
The legislation combines the bills adopted by the Senate and the House of Representatives.
Speaker Martin Romualdez sponsored House Bill No. 14, which also had Rep. Ferdinand Alexander “Sandro” Marcos, a representative from the Tingog party list, and Reps. Yedda Marie Romualdez and Jude Acidre as co-authors.
Senators Juan Miguel Zubiri, Grace Poe, Win Gatchalian, Joel Villanueva, Ronald Dela Rosa, Joseph Victor Ejercito, Jinggoy Ejercito, Cynthia Villar, Nancy Binay, Christopher Lawrence Go, Francis Tolentino, Imee Marcos, Ramon Bong Revilla, Jr., and Pia Cayetano sponsored Senate Bill No. 1310, the bill’s Senate counterpart.
Members of the House and Senate will attend the formal signing, which will take place at Malacaang’s Ceremonial Hall.
The two largest telecoms in the nation, Globe Telecom Inc. and Smart Communications Inc. have previously backed SIM card registration and promised to help the government prevent online crimes.
The SIM registration law would put carriers “a step ahead of criminals and help achieve our shared aim of eradicating scam and spam messaging,” according to a statement from Globe Group general counsel Froilan Castelo.
Meanwhile, Smart’s vice president of regulatory affairs, Roy Ibay, stated that his organization was willing to share its “knowledge of international best practices.”
The bills on SIM registration and the postponement of the 2022 barangay and Sangguniang Kabataan (SK) elections are among the laws awaiting Marcos’ signature. According to Executive Secretary Lucas Bersamin, there is a “very distinct” probability that he will do so.
Due to the requirement for social media registration, former president Rodrigo Duterte rejected the SIM Card Registration Act in April of this year.
