
Construction of the NSCR will start on full-scale in February 2023.
According to a Department of Transportation (DOTr) official, the North-South Commuter Railway (NSCR) project is expected to start full-scale construction by February next year.
The NSCR’s four recently signed contract packages, with a combined value of PHP91 billion, are the country’s largest railway project to date and the largest project sponsored by the Asian Development Bank, according to DOTr Undersecretary Timothy John Batan in a Laging Handa briefing.
“We’ll start pre-construction activities by the end of 2022, and by February 2023, we’ll start full-scale building works,” said Batan. “Mag-uumpisa na po ang ating mga pre-construction activities nito at ito pong February 2023 ay mag-uumpisa na po ang ating full-scale na construction works.”
According to him, the project is anticipated to generate up to 10,000 employees during construction and stimulate the local economy.
He stated that coordination with social housing financing firms, the National Housing Authority (NHA), and the Department of Human Settlements and Urban Development would be used to compensate homeowners and informal settlers impacted by the NSCR (DHSUD).

The NSCR is a 142-kilometer railway system that would connect Calamba in Laguna to Clark International Airport (CRK) in Pampanga. Travel time is around one hour and 45 minutes, roughly half the time it would take to drive there.
It is anticipated to have a daily passenger capacity of 350,000 once it is up and running. It will directly link to other transit initiatives, including the Metro Manila Subway.
