DILG chief promises assistance for BARMM citizens impacted by Paeng
During the onslaught of Severe Tropical Storm Paeng, Benjamin Abalos Jr., secretary of the Department of the Interior and Local Government (DILG), dismissed accusations that the national government had neglected Mindanao, notably the Bangsamoro Autonomous Region for Muslim Mindanao (BARMM).
Hindi only. Totoo ‘yun is not in English. In a radio interview, Abalos stated, “We have to comprehend the structure of government, and there is one. Dapat maunawaan natin ang pag-asaan natin ang kanyang structure.
The BARMM has a separate political system with its own budget and institutions that operate independently of the federal government.
According to Abalos, the department and BARMM are closely coordinating with regard to the management of the deceased and the missing as well as the progress of the search, rescue, and recovery activities.
To quote the taga-BARMM, “Tinatanong nga namin kahapon kung ano ang kailangan nila, ay wala raw silang kailangan pa sa ngayon. They would exhaust all their resources first and then request assistance if necessary, Abalos added. “They would exhaust all their resources kung meron saka raw sila magsasabi (Yesterday we asked them what they need, a representative from BARRM answered, “They don’t need anything for now.
Abalos added that even though BARMM officials have not yet requested assistance from the federal government, 30 desalination units and relief kits have already been provided.
According to Abalos, the DILG is collaborating with concerned national government agencies to assist the impacted families and lessen the number of fatalities and property losses.
The Department is working closely with the BARMM Ministry of the Interior and Local Government, which is currently in a state of disaster, to help them access their catastrophe monies so they may help the afflicted families, he continued.
Abalos added that a state of calamity has not yet been declared in the affected districts since the government needs first take into account a number of factors before deciding whether to do so.
The national government must determine if all of the Paeng-affected areas need to be declared disaster areas, he continued.
In the event that a region is declared to be in a state of calamity, Abalos noted that money are required for the rehabilitation and restoration of damaged structures.
On Sunday, it was revealed that the National Disaster Risk Reduction and Management Council (NDRRMC) had presented a resolution urging the declaration of a national state of calamity, which would result in a price freeze and permit the disbursement of emergency funds.
The declaration will enact a price restriction on essential items and grant access to funds for disaster relief.
In accordance with the Philippine Disaster Risk Reduction and Management Act, the proclamation of a state of calamity puts price ceilings on essentials and premium goods and mandates that authorities monitor and prevent overcharging, profiteering, and stockpiling of food, medicines, and gasoline.
As of the time of publication, the NDRRMC reported that there were 4,188 damaged homes, with an estimated value of PHP12.42 million, 37 damaged pieces of infrastructure, with an estimated value of PHP757.84 million, and more than PHP435.46 million in agricultural losses.
