As soon as the city’s villages are merged, barangay authorities there will receive a greater monthly honorarium.

According to Jordan Habbiling, the city council’s information officer, “the annual honorarium of barangay officials of the 34 barangays will make each punong barangay receive an honorarium that is equivalent to Salary Grade (SG) 14 or PHP32,321 monthly, while the Sangguniang barangay members, barangay secretaries, and barangay treasurers shall receive PHP22,190, which is equivalent to SG 10.”

In comparison to some village chairpersons’ honoraria of less than PHP10,000, this is a huge boost.

The members of the Lupong Tagapamayapa (Peace Council) and barangay tanods will earn a monthly honorarium of PHP 1,000, he added.

Habbiling predicted that if the merger goes through, honoraria for barangay leaders in the city will cost a total of PHP120 million, while savings of at least PHP335.4 million would result.

The National Tax Allotment (NTA) of the 128 barangays, totaling PHP64.1 million, would be recalculated to include the NTA of the lesser number of barangays, according to Millicent Carino, director of the Department of the Interior and Local Government (DILG) in Baguio City.

Since fewer barangays across the country will be sharing the NTA, “we are optimistic that the newly amalgamated barangays will receive a comparable portion from the NTA,” Carino wrote in her letter.

According to her, the savings from the lower cost of personnel services in light of the fewer barangays might be used by the barangays to execute new projects, programs, and activities to increase their budgetary allotment.

According to Carino, the merged barangays will administer barangay operations in a “more feasible, sustainable, and efficient” manner.

The proposed legislation, which was written by the entire Baguio City Council, has been sent for evaluation to the committee on ethics, government, and personnel.
