In 2022, the Bureau of Customs (BOC) confiscated 709 shipments of illicit items totaling more than PHP24 billion.

The agency stated in a statement on Wednesday that its Intelligence Group and Enforcement Group had discovered these shipments.

The value of illegal drugs, at PHP11.95 billion, put them at the top of the list of items. Following it was agricultural products, at PHP1.87 billion, and counterfeit goods, at PHP7.69 billion.

According to the BOC, 200 Letters of Authority (LOA) were used during the same time period, and 109 of them had good outcomes. Meanwhile, 193 alert orders were given out, and 120 of them were found to be in violation of relevant customs laws, rules, and regulations.

The Risk Management Office (RMO) targeted 88.8% of the other high-risk shipments that led to the issuing of Warrant and Seizure and Detention (WSD) for non-intrusive and physical examination.

This is the outcome of the enhanced Risk Management System (RMS) that the BOC built to strengthen its enforcement and intelligence capabilities.

The Offense Management System was put into place as part of the RMS to improve the BOC’s risk assessment and profiling in order to support risk management.

Additionally, the maintenance of a Compliance Track Record serves as a feedback mechanism that facilitates low-risk shipments while giving high-risk importers priority attention, all of which help to facilitate commerce.

According to the bureau, it has also put into place an automated listing that is accessible from the Client Profile Registration System and enables the automatic storage of importer and customs broker applications following approval by the Account Management Office (AMO). The RMS no longer requires human uploads of company profiles thanks to this automation.

The National Customs Intelligence System (NCIS), a web platform that serves as a secure data storehouse for intelligence data from the agency’s intelligence and enforcement units, was also introduced by the BOC.

The system makes it possible for these offices to generate reports for a seamless, transparent, and thorough decision-making analysis that leads to a more flexible border control policy.
