Facilities for holding water to aid farmers during the dry season
According to a top official of the National Water Resources Board (NWRB), President Ferdinand R. Marcos Jr.’s instruction to build water-impounding facilities outside Metro Manila would benefit farmers, especially during the dry season.
Sevillo David Jr., executive director of the NWRB, stated during the Laging Handa public briefing that building water-impounding facilities will also aid in reducing flood damage and offer water supplies for the agricultural sector, increasing agricultural production.
“Malaki po ang maitutulong ng mga ito, unang-una po sa pagbabawas sa posibleng epekto ng pagbaha at sa isang banda, ay makakatulong din iyon kapag na-impound natin iyong mga tubig ay puwede pong magamit mapakinabangan particular po sa sektor ng agrikultura (This would be helpful, first of all, reduce the impact of flooding and also the impounded waters could also be beneficial particularly for the agriculture sector),” David said.
To unify the government’s flood control programs, he said that the NWRB is working with the Water Resources Management Office (WRMO) of the Department of Environment and Natural Resources (DENR) and the Department of Public Works and Highways (DPWH).

(We appreciate the President’s order addressing these water storage facilities. We believe that these facilities would aid in our current predicament by ensuring a sufficient supply of water, particularly during the dry season),” he stated.
Marcos revealed last week that his administration intended to construct “large” water-impounding facilities outside of Metro Manila to reduce flooding in the nation’s capital.
He said that the water pond might likewise be applied to farming.
“Huwag natin naman sana tinatapon ‘yung tubig because natin iyang tubig na iyan. As a result, I must gumagawa ng paraan to maipon the tubig. We should not waste the water because we will need it. Thus I’ll be building massive impounding sites or other places in the Maynila Lagoon shortly. We are looking for a technique to impound the water because of this as well. We are currently searching for locations outside of Metro Manila to construct sizable impounding grounds),” Marcos added.
Additionally, Marcos has asked the WRMO to develop a “comprehensive” strategy to safeguard Metro Manila and coastal villages against floods.
David reaffirmed the NWRB’s call for people to continue conserving water in light of news that water levels in Angat Dam and five other dams continue declining despite the country’s past week’s widespread rains.
“I think the public has a big role in managing the supply of our reservoirs like Angat Dam through proper and responsible use of water for our needs,” he said. “Sa tingin po natin ang publiko po ay malaki rin po ang maitutulong sa pagma-manage ng supply po natin partikular sa mga reservoir kagaya ng Angat Dam.”

He stated that the ongoing efforts to save water before the effects of the El Nino phenomenon would not be affected by the NWRB’s decision to preserve the present higher water allocation of 52 cubic meters per second (cms) for Metro Manila.
According to David, the Metropolitan Waterworks and Sewerage System (MWSS) was granted permission by the agency to, subject to certain restrictions, extend the higher water allocation from the Angat-Ipo-La Mesa water system until June 30.
According to David, intensifying measures to prevent water leakage and boosting water conservation efforts are among these factors.
“Iyong mga pagpapalawig po at paigtingin iyong efforts po ng MWSS at mga konsesyonaryo para po maka-recover iyong mga tubig sa sistema po nila na lumalabas po sa mga tagas, iyong mga leakages po,” is how the situation is described. One of the requirements is stepping up efforts by the MWSS and water concessionaires to stop water loss from leaking pipelines. At the same time, there are maintenance obligations for the local water treatment facilities that must be met. It’s important to make the most of and sustain use of water treatment facilities, David said.
According to David, the Angat Dam, the main water source for Metro Manila, has water at 186 meters above normal operating level.
For June 16 to 30, the MWSS’s 52 cm allocation was meant to reduce to 50 cm, but the NWRB allowed an extension.
The current extension, David said, “would not significantly affect [the government’s water conservation efforts], and we are also working with the MWSS to strengthen their efforts. It is stated that this extension will not significantly affect [the government’s water conservation efforts].
David, however, stated that as the threat of El Nino looms and in preparation for the supply needs of Metro Manila next year, the NWRB will have to limit water supply to MWSS, which has concession deals with Manila Water and Maynilad.
He emphasized that the amount of rain during the previous weeks was insufficient to raise the water level in Angat Dam significantly.
Malacanang ordered all national government agencies and instrumentalities to ensure the strict application of water conservation measures to prevent a potential water shortage in the face of the impending El Nino phenomenon.
