MANILA — The ongoing study conducted by the Department of Transportation (DOTr)-led Technical Working Group regarding the necessity of legalizing motorcycle taxis as public utility vehicles (PUVs) is expected to expedite the passage of the Motorcycle Taxi Bill.

The study findings were presented during a recent House of Representatives Committee on Transportation hearing. Notably, the study highlighted that motorcycle taxis boast an impressive 99.99 percent safety rating, as revealed by 1-Rider Party-list Representative Rodge Gutierrez on Friday.

Gutierrez remarked, “The DOTr’s research confirms the validity of legalizing motorcycle taxis as PUVs, clearly indicating that the Motorcycle Taxi Bill should be promptly enacted into law.”

Furthermore, the working group provided insights into the potential benefits that would follow the enactment of the proposed legislation.

Gutierrez elaborated, “Through the Motorcycle Taxi bill, riders will receive enhanced government support in terms of fare setting, insurance coverage, and company liability in case of accidents, alongside tax exemptions and various benefits from institutions such as SSS [Social Security System], PhilHealth [Philippine Health Insurance Corporation], and Pag-IBIG [Home Development Mutual Fund] as part of a cooperative.”

The proposed bill mandates that two-wheeled motor vehicles registered with the Land Transportation Office (LTO) to operate as commercial vehicles transporting passengers and goods.

By addressing concerns related to safety and legality, the DOTr’s study aligns with the broader goal of ensuring a secure and regulated environment for motorcycle taxis while offering essential support to the riders and related stakeholders.
