Teachers will be paid more in poll honoraria and allowances, according to the Department of Education.
MANILA, Philippines โ Teachers who will work as poll workers in the national and local elections on May 9 will receive higher honoraria and other allowances, according to the Department of Education (DepEd).
DepEd Secretary Leonor Briones said they worked closely with the Commission on Elections (Comelec) and the Department of Budget and Management (DBM) to secure greater allowances for teachers during the Laging Handa public briefing.
“More than a year na kaming nag-negotiate para rito dahil talagang deserving naman ang ating instructors ng suporta, hindi naman in exchange, dahil sila ay nagsisilbi sa bayan,” she said.
According to Education Undersecretary Annalyn Sevilla, the board chairman will now receive PHP7,000, up from PHP6,000 in the mid-term elections of 2019, while board members will receive PHP6,000, supervising officials will receive PHP5,000, and support employees will receive PHP3,000.
Teachers will get different allowances in addition to the enhanced honoraria, including a PHP2,000 transportation allowance, a PHP1,500 communication stipend, a PHP500 anti-Covid-19 allowance, and medical and accident insurance.
Approximately 320,000 teachers have already been added to the electoral board for the upcoming elections.
Even with the assistance of Comelec, DepEd Undersecretary Alain Pascua said lawmakers were unable to change the rules amid their call to make the additional allowances tax-free.
“Kahit nga ang BIR ay uma-agree rin sa ating layunin, subalit may batas na kinakailangang i-amend bago ang exemption at’yan pong amendment sa batas ay hindi po nagawa ng kongreso,” she said. Even the Bureau of Internal Revenue agrees with our goal, but the law needs to be altered before an exception can be granted, and the Congress was unable to secure an amendment. Our honoraria and allowances have not been tax-exempt till now),” he explained.
Meanwhile, the DepEd Election Task Force, in collaboration with the Comelec, has been holding briefings and meetings with regional offices in order to prepare teachers for the new normal election procedure.
“Inaadvisan namin sila na hindi makisali sa partisan political activities at ilang issuances na ‘yung ginawa natin dito, lalo na ‘yung pag-involve ng mga bata sa mga public events dahil may risk po naman ito,” Briones said.
