House will examine the 2023 budget in detail as deliberations begin on Tuesday.
The PHP5.268 trillion national budget for 2023, according to a House of Representatives leader, will be closely examined as the chamber prepares to begin debating it in plenary on Tuesday.
Stella Quimbo, a representative from Marikina City and senior vice chairperson of the House Committee on Appropriations, stated during the Laging Handa briefing that the House is on pace to begin its plenary debates on Tuesday and continue through September 28.
“So what exactly does this mean for our group of kababayans? It is inside our budget, according to our kikilatisin. No one will likely be able to do it in seven days, according to the Ibig Sabihin Masyo-Shortcut, so no, unfortunately. I’m willing to stay till midnight or even later if necessary. To begin with, what can we guarantee our countrymen? Let’s all work together to fulfill our commitment to them. We will examine the federal budget in great detail. We won’t try to rush through the budget process just because we want to try to finish it in seven days. If necessary, we’re willing to stay [to discuss the budget] until midnight. On our end, we’ll do our utmost to examine the budget, “Quimbo declared carefully.
Quimbo stated that both the minority and majority House members would give the budget process their “full cooperation and complete support,” with the former fulfilling their responsibility as “fiscalizers” and the latter serving as budget protectors.
“The minority will continue to perform their crucial role as fiscalizers, as we have stated before. Therefore, ‘di ba’ talagang sila iyong parang counterforce. Therefore, I speak for the majority when I say the budget was done. Therefore, there will be a debate between the majority and the minority members, and we anticipate that the minority will play a crucial role as fiscalizers. They, therefore, act as a counterforce. The bulk of us will stand up for the budget. Consequently, arguments and disagreements between the majority and minority members would occur, “She spoke.
She stated that the House may pass the General Appropriations Bill on its third and final reading by September 28 if it were to be classified as urgent.
“Plenary discussions will start tomorrow (Tuesday). The earliest date that the approval will take place is September 28, “She spoke.
She claimed that the proposed national budget for 2019 is in line with the 8-Point Socio-Economic Agenda of the Marcos administration and is intended to hasten the nation’s economic recovery from the coronavirus disease (Covid-19) pandemic.
She emphasized that the agencies’ goals to enhance their overall operations share the unifying subject of digitalization.
“I think every agency realized that it’s about time to do a digital pivot to become more efficient in the delivery of public services,” she added. “I think na-recognize na rin ng bawat ahensiya na it’s about time na kailangan na talaga natin mag-digital pivot.”
