Building better and more infrastructure is the key to a thriving economy.

Since the first day of President Ferdinand Marcos Jr.’s administration, the Department of Public Works and Highways (DPWH) has been buried under projects as part of his “Build, Better, More” infrastructure agenda, which is both a continuation and an improvement of the “Build, Build, Build” program of the previous administration.

The DPWH will develop a comprehensive framework and strategic directions for sustainable projects under the Farm-to-Market (FMR) Network Master Plan based on the 8-Point Socioeconomic Agenda.

To maintain food security, FMR roads worth PHP7.485 billion and farm-to-mill roads prioritized by the Sugar Regulatory Administration worth PHP356 million will be built, as specified by the Department of Agriculture.

The proposed 2023 DPWH budget allocates an additional PHP500 million for the building and upgrading access roads leading to farming and irrigation areas selected by the National Irrigation Administration.

One such project is the PHP23.04 billion Samal Island-Davao City Bridge Project.

With the Davao ramps included, the toll-free, four-lane, cable-stayed bridge has a total length of 3.98 kilometers.

It can transport over 25,000 automobiles across Pakiputan Strait from Davao City to the Island Garden City of Samal.

Reduce susceptibility and blemishes

To avoid disrupting school buildings used as evacuation sites and temporary post-disaster shelters, the Evacuation Center Development Program calls for constructing at least one evacuation center in each city or municipality.

Sixteen evacuation facilities were finished between July 1 and September 25, and 64 more are expected to be finished the following year.

Between April 2020 and September 2022, the DPWH constructed Covid-19 quarantine/isolation facilities, off-site dormitories, and modular hospitals.

Ten facilities will be finished by Nov. 30 or before.

DPWH provides equipment and personnel during cleanup efforts following typhoons and earthquakes as part of disaster response.

Additionally, it undertakes an immediate examination of all damaged infrastructure, including national bridges, government hospitals, public schools, and other buildings used for flood management.

2,933 structures were evaluated; 2,766 are suitable for habitation, 148 are restricted, and 79 are off-limits.

Currently being built

The Central Luzon Link Expressway, Phase 1, the Arterial Road Bypass Project, Phase 3, the NLEX-SLEX Connector Road, the Manila Cavite Toll Expressway Project, the C-5 South Link Expressway, the Southeast Metro Manila Expressway (the C6 Expressway, Phase I), the Cavite-Laguna Expressway, the Camarines Sur Expressway, the Visayas High Standard Highway Network Program, the Metro Cebu Expressway, and the Mindanao High Standard

The DPWH’s Metro Manila Logistics Improvement Program in the National Capital Region calls for the building or upgrading bridges over the Pasig, Marikina, and Manggahan floodways.

More useable highways and alternate connections between key thoroughfares will reduce traffic on Edsa and other important roads in Metro Manila.

pipeline initiatives

The DPWH plans to build the Bataan-Cavite Interlink Bridge, the Panay-Guimaras-Negros Island Bridges Project, the fourth bridge connecting Cebu and Mactan, and the Coastal Construction Project.

Other significant initiatives include the Emergency Assistance for Reconstruction and Recovery of Marawi, Road Network Development Project in Conflict-Affected Areas in Mindanao, Samar Pacific Coastal Road, Improving Growth Corridors in Mindanao Road Sector Project, and Marawi Recovery and Rehabilitation (Output 2: Reconstruction and Development Plan for a Greater Marawi, Stage 2).

Program to Control Floods

The DPWH has recommended 11 structural mitigation measures totaling PHP351.718 billion to be executed from 2012 through 2035 as part of the Flood Management Master Plan for Metro Manila and Surrounding Areas.

According to the Metro Manila master plan, flood prevention and intervention initiatives totaling PHP85.4 billion have already been scheduled for 2011 to 2022, accounting for 24% of the expected cost.

The following are a few significant flood management initiatives in line with the aforementioned master plan: Phases IV, V, and VI of the Pasig-Marikina River Channel Improvement Project, as well as the Metro Manila Flood Management Project.

The other significant flood control initiatives nationwide are the Rio Grande de Mindanao River Flood Control and Riverhank Protection Project, the Flood Risk Management Project in the Cagayan de Oro River, the Integrated Disaster Risk Reduction and Climate Change Adaptation Measures in the low-lying Areas of the Ambal-Simuay River, and the Flood Risk Management Project in Cavite Industrial Area.

“An economy’s infrastructure is its foundation. During his first State of the Nation Address on July 25, Marcos remarked, “The infrastructure program of the Duterte government must not only be continued but, wherever practicable, increased.

“We will boldly add to the solid base that my predecessor laid, just like when constructing a building. The momentum must be maintained. And to develop more superior structures,” he continued.
