India has opened 50 defense training places for the Philippines.

MANILA, Philippines — Under its flagship development effort, the Indian Technical, and Economic Cooperation (ITEC) program, the Indian government will release 50 defense training spots for the Philippines in 2023.

The assigned slots for the Philippines, according to the Indian Ambassador to the Philippines Shambhu Kumaran, will be the highest in Southeast Asia, highlighting the two countries’ strengthening relationship on capacity building.

87 Filipino defense personnel have been taught in India over the last five years in a variety of sectors, including security and strategic studies, defense management, logistics and management, and engineering.

At the moment, defense training cooperation between Manila and New Delhi is “bidirectional,” with defense professionals from both countries attending each other’s flagship courses.

Two Indian military officers have completed the General Staff Command Course of the Armed Forces of the Philippines (AFP).

Defense is simply one aspect of the ITEC program, although being one of the most significant.

According to the Indian Embassy, more than 1,000 Filipino public workers have completed ITEC training programs in a variety of fields, including IT, rural development, parliamentary and electoral practices, renewable energy, health care, engineering, and entrepreneurship.

Developing leaders

Guia Roa Dionido, a division head at the Philippine Trade Training Center and alumnus of the ITEC program, stated the Indian initiative is one of the key reasons she is the type of leader she is today.

“The ITEC training enabled me to transition from a staff member who was solely responsible for administering training programs and aiding resource persons to a woman who was able to make a difference. Now, I’m the officer in charge of our division, and I’m in control of the entire team. ITEC program helped me become the kind of leader I am now by providing me with knowledge and experience “she stated

In 2016 and 2021, Dionido participated in two ITEC programs, one of which focused on trade and sustainable development.

On the other side, Danielle Javier of the Asian Development Bank said her time at the National Institute for Micro, Small and Medium Enterprises (NI-MSMEs) in 2018 through ITEC taught her how government support for women’s empowerment can go a long way.

Javier watched how land was subsidized as green industrial estates so that women-led MSMEs could develop their individual offices and factories during a visit to a rural portion of Bangalore.

“Imagine if land was subsidized for these women-owned businesses, and 200 acres of land were granted for hundreds of firms, providing thousands of jobs for Indian people,” she remarked.
“Through that program, we were able to see that women are not confined to being housewives or staying at home; they can use their skills to start businesses and advance their communities, since as long as the business is thriving, so will the community.”

Since its inception in 1964, the ITEC has attracted over 200,000 participants from 160 partner countries.

The effort also includes exchanges of best practices and sharing of expertise through projects, consultancies, feasibility studies, visits to partner countries, and disaster assistance, in addition to short and long-term training courses.
