Eastern Visayas schools and work are suspended for longer due to heavy rain

As a weather disturbance continues to drop heavy rains in the area, several local government units (LGUs) in Eastern Visayas (Region 8) have prolonged the suspension of work and courses on Wednesday.

The first municipality to issue an executive order stopping operations in government offices and classrooms in both public and private institutions is the town of Palo in the province of Leyte.

Remedios Petilla, the mayor of Palo, stated that the flooding and severe rainfall in several parts of the municipality were to blame.

The town, which is 12 kilometers south of Tacloban, is where a number of regional and provincial offices of federal government organizations are located.

The mayors of Basey, Paranas, and Sta. Rita in Samar; Balangiga and Giporlos in Eastern Samar; Matag-ob, Tanauan, Abuyog, Tabontabon, Alangalang, Tunga, San Miguel; Jaro; Pastrana; Tunga; Babatngon; and Tolosa in Leyte have all issued such executive orders.

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), flooding in significant rivers in the Eastern Visayas region may be caused by the low-pressure area and northeast monsoon.

While the provinces of Leyte, Biliran, Samar, and Eastern Samar are under an orange rainfall warning, Southern Leyte province has a red rainfall warning, according to PAGASA Tacloban station chief Mario Penaranda.

According to Penaranda, a red rainfall advisory is issued when rainfall exceeds 30 mm (millimeters) in one hour or reaches 65 mm after three hours of continuous rain.

When there is 15 to 30 mm of rain in one hour, the orange rainfall advisory is raised.

Communities must be ready to act when we issue a red warning. It implies that there is significant flooding present, and locals should be prepared to flee for safety. Communities that are on orange alert are definitely at risk of flooding, Penaranda continued.

Many parts in the provinces of Leyte and Samar are under an orange rainfall warning, therefore they are not allowed to hold courses even without instructions from LGUs.

Classes in schools in regions with orange and red rainfall warnings are automatically canceled in accordance with Department Order No. 37, which was published on September 1, 2022.

PAGASA warned that several rivers in six provinces, including Leyte’s Sangputan, Palo, Solano, Daguitan, Marabong, Cadacan, Bongquirogon, Salug, Pagbanagaran, Pagsangahan, and Binahaan, would likely be affected by the downpour. Other rivers include the Bisay, Himbangan, and Pandan in Southern Leyte, the Oras, Dolores, Ulot, Taft, Borongan, Suribao, Llorente, Balangiga, and Sulat in Eastern Samar, and all river systems in the province of Biliran.

The low-pressure area that can be observed 195 kilometers south of Puerto Princesa City, Palawan, and the northeast monsoon that is impacting Luzon is what is responsible for the region’s severe rain.
