
A signal shutdown for Sinulog events will be implemented by NTC.
During the three main Sinulog events on Saturday and Sunday, the National Telecommunications Commission (NTC) will temporarily block down telecommunication signals.
Mayor Michael Rama, however, asserted on Monday that he was not contacted when the police requested the suspension of mobile phone signals to the NTC and that he is opposed to it.
The NTC instructed the telcos to “temporarily cut off all network services” for three events: the fluvial procession on Saturday morning, and the solemn procession of the Senior Sto. Nino on Saturday afternoon, and the Sinulog grand parade all day on Sunday. The memorandum was dated January 6 and made public on Monday.

The signal closure will occur during the fluvial procession, which will cover the cities of Cebu, Mandaue, and Lapu-Lapu, for six hours from four to ten in the morning; for the solemn procession, which will cover the uptown to the downtown area of this city for eight hours; and for the grand parade, which will cover the entire downtown district to the South Road Properties for the entire day from five to seven in the afternoon.
In a letter dated December 26, 2022, to NTC Commissioner Gamaliel Cordoba, the chief of the Police Regional Office for Central Visayas, Brig. Gen. Jerry Bearis, requested a signal shutdown “to protect the security and safety of everyone who will engage in the abovementioned festivities.”
Rama, however, said that he was “disappointed” by the police’s choice to jam the mobile phone signals.
I don’t want to argue with you, so pleading. The organizer is us. Have you ever visited us, the organizer? How should we proceed? said Rama.
For his part, Bearis stated on Monday that Rama has the last say about whether to impose the signal cutoff during the Sinulog festival, but he made no mention of whether he would reevaluate its earlier recommendation that prompted the NTC memo to be issued.
The city government is hopeful that the police will take into account the feeling on the plan to jam signals at a time when Cebuanos are enjoying a happy event, according to councilor Joel Garganera, who serves on the safety and security committee for the Sinulog 2023.
However, Garganera commended the PRO-7 for sending the police force to protect the celebrations.
Additionally, residents favor staying at home and giving priority to visitors and tourists, but what if they order meal deliveries instead because of traffic so they won’t have to wait for the signal to lift? Cellphone signals are essential to our daily activities after the pandemic, the counselor stated.
