Distribution of CLOA to be expedited, PBBM instructs DAR

The Department of Agrarian Reform (DAR) has been instructed by President Ferdinand R. Marcos Jr. to expedite the issuance of Certificates of Land Ownership Awards (CLOAs) to eligible farmer-beneficiaries.

During the Cabinet meeting on Tuesday, when DAR presented its accomplishment report for 2022 and targets for 2023, Marcos gave the directive.

According to a press statement from the Presidential Communications Office, DAR Secretary Conrado Estrella III gave the president assurance that they would make government programs available to farmers who would benefit from them.

DAR will perform as promised in 2023, and Estrella promised that the government will keep getting closer to the people.

In July 2022, Marcos promised to offer support services, implement land distribution, and enhance living conditions for those who benefited from the agrarian reform during his first State of the Nation Address (SONA) (ARBs).

The complete subdivision of around 34,500 collective CLOA totaling 345,089 hectares and the distribution of approximately 134,000 individual titles are among DAR’s goals for this year.

The New Agrarian Emancipation Act, or House Bill No. 6336, is anticipated to be approved by the Senate, according to Estrella.

The plan calls for the forgiveness and cancellation of all unpaid amortizations, interest payments, surcharges, and penalties associated with existing loans made to ARBs and secured by the Comprehensive Agrarian Reform Program or other agrarian reform laws.

The Land Bank of the Philippines shall accept the outstanding debts owed by ARBs to landowners, and DAR shall issue a certificate of condonation to be included on the beneficiary’s emancipation patent or CLOA.

According to the bill, for a period of 10 years following the issuance of the certificate of condonation or the CLOA, lands distributed to ARBs under the various agrarian reform programs “shall not be sold, transferred or conveyed except through hereditary succession, to the government or to Land Bank of the Philippines, or to other qualified beneficiaries through the DAR.”
