A House panel approves requiring local HRM officials to work

At the House of Representatives committee level, a bill mandating human resource management officers for towns, cities, and provinces failed.

The substitute measure that will alter Republic Act 7160, better known as the Local Government Code of 1991, for the intended purpose was approved by the House Committee on Local Government at a hearing on Tuesday. The committee is chaired by Valenzuela Rep. Rex Gatchalian.

Rep. Margarita Ignacia Nograles of the PBA Party list claimed that the lack of the Human Resource Management Officer (HRMO) leads to a highly politicized situation since the local chief executive currently bears the responsibility for human resources.

The HRMO is in charge of creating a resource development plan that will improve local government personnel management procedures, institutionalize centralized personnel development document records, conduct ongoing human resource development programs, and implement other capacity-building measures to improve officials’ and employees’ competency.

The officers must also oversee and assess how the local government unit’s (LGU) performance management systems are being implemented, as well as make sure the Civil Service Act is being followed to the letter.

The alternative bill also aims to create licensing and business permit officers for municipalities and cities, defining their responsibilities and outlining the necessary credentials.

According to Gatchalian, the long-standing issue of red tape, which has prevented the country from reaching its full economic potential, will be resolved by establishing a business permit and licensing office in each LGU nationwide.
