
Lawmakers want young people to learn about agriculture and conservation
Representative Ron Salo of the Kabayan Partylist has submitted a bill to encourage youth education on the value of conservation and management in the fields of agriculture, fisheries, forests, and the oceans.
The “Agri-Scouting Act,” also known as House Bill No. 6769, aims to inspire young people to take an active role in environmental protection and climate change resilience, learn the fundamentals of good nutrition, and become familiar with contemporary farming, fishing, and food production techniques.
Salo remarked in submitting the measure, “It is believed that this will contribute to our joint aim to achieve food self-sufficiency.”
The seasoned politician pointed out that because the Philippines is predominantly an agricultural nation, it should prioritize the growth of the agricultural sector because it has a direct impact on the nation’s economy and standard of living. He did point out, however, that despite having a wealth of natural resources, the Philippines has a poor rate of food production.
The fact that low food yield has now spread to a national level is really alarming. For example, the Philippines recorded the highest number of people experiencing food insecurity in Southeast Asia from 2017 to 2019, with 59 million Filipinos experiencing a moderate to severe lack of reliable access to food, according to the FAO’s 2020 report on the State of Food Security and Nutrition in the World. Even before the pandemic, these findings were documented, Salo added.
The Department of Education (DepEd) is required to include agri-scouting as a program in the elementary and junior high schools under the K–12 curriculum in all public and private schools in the Philippines in order to carry out the proposed measure’s objectives. Additionally, the DepEd shall directly oversee and manage the stated Act’s program execution.
“The success of the boy and girl scouts movement in the Philippines since 1938, whose training program educates the youth for responsible leadership and nation-building, served as the inspiration for this law. With a strong focus on agricultural, fisheries, forest, and marine conservation and management, as well as ecology-related training programs, we seek to inspire and motivate young people to assume leadership roles.
“Our youth have a lot of potentials to address persistent problems, particularly with regard to food security. This is one of our strategies to make the most of their potential so they can actually benefit society both now and in the future generations, he added.
