
NPC servicing off-grid locations with a tight budget
In order to maintain operations and guarantee that off-grid locations have a steady supply of electricity, the National Power Corporation is working on short- and medium-term solutions.
The high cost of gasoline and diesel products, according to Department of Energy Secretary Raphael Lotilla, is a constant problem.
He claimed that limitations in the NPC’s corporate operating budget are a significant obstacle to long-term operations in off-grid locations.
According to Lotilla, “We are moving to fund a sustainable solution to address the financial problems that are impeding the NPC’s activities.”
Lotilla emphasized that despite a number of variables that are beyond its control, the government is “undertaking measures to ensure the fulfillment of its objectives.”
The Department of Budget and Management granted the NPC’s request to use PHP1.112 billion in national government subsidies from the previous year to pay for past-due and demandable gasoline payables last week.
The General Appropriations Act includes a specific provision known as the subsidy that addresses the additional funding needs.
Around 169 off-grid locations are under the control of the NPC, the private sector through new power suppliers, and qualified third parties, while local government and electric cooperatives are in charge of distribution.
According to Lotilla, the NPC’s approved and allotted money for its fuel expenses and subsidies are insufficient to satisfy the organization’s needs for the entire year as a result of the ongoing rise in gasoline prices.
According to the NPC report as of January 25, the agency owes PHP1.031 billion in unpaid fuel bills for the operation of the power plants and barges owned by the NPC-Small Power Utilities Group for the billing months of November and December 2022.
