The Commission on Elections (Comelec) will develop its own automated election system (AES) based on the best aspects of the various voting machines presented during the first-ever National Election Summit held last month instead of searching for a specific voting system.

Comelec spokesperson John Rex Laudiangco stated at the Kapihan sa Manila Bay that they will select the best aspects of the machines, combine them, and create one system to be used in the upcoming electoral processes.

“Previously, we considered which system among the providers was the finest. The Comelec is now thinking differently. Whatever component of these systems the Comelec and the Filipino people find most suitable. We are not simply focusing on one type of technology. When it comes to the upcoming elections, we want to explore which technological improvements we can merge into one automated system “The Official of the election authority remarked.

The introduction of an auditing capability in the voting machines is one of the elements, according to Laudiangco, that they are considering.

You will be able to observe a system that can perform audits in addition to counting and canvassing, the speaker said.

But, the Comelec official stated that the possibility of employing the hybrid approach is still being considered.

“We remain receptive to it. Whatever becomes legislation, we’ll abide by it “said he.

The voting and counting processes are manual under the system that has been promoted for such a long time, whereas the transmission and canvassing processes are computerized.

The first National Election Summit was hosted by the Comelec in Pasay City last month. It was attended by various government and business representatives as well as other stakeholders.

The Comelec previously stated that they are looking to deploy a new AES for the 2025 elections and would stop using outdated voting equipment (VCMs).
