According to the Department of Energy (DOE), customers could expect rotating brownouts as the Luzon system was placed under red and yellow alerts.

The National Grid Corporation of the Philippines (NGCP) placed the Luzon grid under red alert from 2 to 4 and 7 to 8 p.m. and under yellow alert from 5 to 6 p.m., according to a statement released by the DOE on Monday.

This results from the 618-megawatt Masinloc Units 1 and 2 and the 230 kV Line 2 of Bolo-Masinloc tripping.

The DOE urged the general people to use electricity wisely, especially during peak hours, and to practice energy efficiency and conservation.

It further stated that the NGCP had been told to explain the circumstances surrounding the damage to the energy infrastructures.

According to the DOE, NGCP also stopped trading on the Wholesale Electricity Spot Market (WESM) after the yellow and red alerts were issued to protect consumers from price volatility brought on by the unavailability of some power-producing facilities.

To control the power supply and reduce brownouts for other customers, the Manila Electric Company (Meralco) has implemented the Interruptible Load Program (ILP).

Meralco claimed that the rotating brownouts harmed 321 705 of its franchise areas’ customers in a separate statement.
