NGCP will experience more audits

The National Grid Corporation of the Philippines (NGCP) will be the subject of additional audits, according to the Department of Energy (DOE), in order to identify the transmission system’s weak points and concerns and fix them.

Energy Secretary Raphael Lotilla stated that additional audits would be carried out even though the Energy Regulation Commission (ERC) just completed the audit of NGCP’s financial performance, the findings of which will be considered in the ongoing rate rebasing.

He added, “We will follow that through with a regulatory performance audit, which is undertaken by the ERC, as this is the first audit that has been conducted, mostly on the financial side, with observations as well on the technical side.

According to Lotilla, the Power Sector Assets and Liabilities Management Corporation (PSALM) and the National Transmission Corporation (Transco), the parties to the NGCP concession deal, would conduct a contract performance review after that.

The DOE also shared information on the rotating brownouts that customers in Luzon experienced on Monday during the meeting.

The Bolo-Masinloc 230 kV Line 2 trip caused the 618-megawatt Masinloc Units 1 and 2 to trip again, prompting the NGCP to place the Luzon grid under red alert (generation deficiency) from 2 to 4 and 7 to 8 p.m. and yellow alert (thin reserves) from 5 to 6 p.m.

The initial answer from NGCP, according to Energy Undersecretary Rowena Cristina Guevara, was “there were heavy rains and lightning in that area, hitting their transmission line.”

Guevara claimed that a transmission line was once more the catalyst for the events in the Visayas.

“Several plants shut down after the transmission line went out, and the reason is that there was no synchronisation of the relay timing for the protection of the generators, transmission lines, and distribution lines,” she stated.

The DOE has instructed the NGCP to correct the temporal synchronization of the protection relays within two weeks, she continued.
