DSWD collaborates with UP and an ASEAN authority to enhance the PH social workforce.
To strengthen the social work practice in the nation through the establishment of the DSWD Academy, the Department of Social Welfare and Development (DSWD) has joined forces with the University of the Philippines Open University (UPOU) and the ASEAN Social Work Consortium-Philippines (ASWC-PH).
The memorandum of agreement (MOA) was signed on Monday at the SWADCAP Compound in Fort Bonifacio, Taguig City, in conjunction with the country’s celebration of the 2023 Filipino Social Workers’ Day by DSWD Secretary Rex Gatchalian, UPOU Chancellor Melinda DP. Bandalaria, and the authorized representatives of ASWC-PH member associations.
The DSWD Academy is a result of Gatchalian’s idea and was created to enhance and expand the knowledge and abilities of the Department’s social workers in providing services to the underprivileged.
According to the agreement, the ASWC-PH member organizations and the UPOU will act as the DSWD Academy’s learning service providers and the Department’s partners in providing technical assistance to social welfare and development intermediaries and other stakeholders.
Gatchalian stated in his remarks at the Social Workers’ Day celebration that the DSWD Academy is just one of their efforts to maintain Filipino social workers’ adaptability in the face of the social welfare field’s constant change.
The world doesn’t stop; it keeps growing; therefore (for you all), he said there needs to be a continuing learning center in the division or the nation that fosters specialized training for social workers.
In this day and age, where “there are new technologies out there in terms of social protection, disaster camp management,” Gatchalian emphasized the value of the Academy.
The Academy’s main focus is empowering social welfare assistants, such as those who serve as social welfare aides for local government units (LGUs) and early childhood development specialists, among others, to master the skill sets of social workers.
According to Gatchalian, “We are empowering social welfare assistants and private individuals who are conducting social work practice while we are developing and fostering upgraded skills for social workers.”
Extension of advantages
In addition to promoting learning and growth, the DSWD is fighting to increase the rights and advantages enjoyed by social workers.
The revisions to Republic Act No. 9433, the statute that increases the pay and benefits of social workers employed by the government, were covered by Assistant Secretary Janet Armas.
As part of the program, Gatchalian thanked the social workers “who dedicate their lives to making a positive difference in our communities by ensuring that the social welfare and development programs and services are well-implemented.”
“Day in and day out, our social workers dealt with all of these things, but they still do it, and they do it with such love and care,” he said.
During the 2023 Filipino Social Workers Day celebration, he oversaw the acknowledgment of outstanding social workers and social work organizations.
The 2023 Gawad Parangal Sa Natatanging Manggagawang Panlipunan and the Gawad Parangal Sa Natatanging Asosasyon Ng Manggagawang Panlipunan are among the honors.
Social workers from all over the nation and from the various ASWC-PH member organizations, such as the Philippine Association of Court Social Workers, Inc. (PACSWI), the Association of Local Social Welfare and Development Officers of the Philippines, Inc., and the National Association for Social Work Education, Inc. (NASWEI), attended the celebration.
The National Council of Social Development (NCSD), the Area Based Standards Network (ABSNET), the Association of Child Caring Agencies of the Philippines, Inc. (ACCAP), the DOH League of Medical Social Workers (DOH-LMSW), the Association of Medical Social Workers of the Philippines (AMSWPI), the Association of DSWD Social Workers, Inc. (ADSWI), and others were represented at the celebration.
