Negros Occidental is preparing for a P1.2-B project to supply bulk water.

The PHP1.2 billion bulk water supply project, which will benefit at least six local government units in the province’s northern region, is slated to be developed by the Negros Occidental provincial government with the help of a private partner.

Provincial Administrator Rayfrando Diaz II announced on Tuesday that an investors’ roundtable would take place the following month and that the procurement process will begin in August.

“According to our consultants’ recommendations, the project’s initial cost for our bulk water plant will be PHP1.2 billion. The opening of their supply lines would rely on our plant’s capability, which will serve around six localities, he informed reporters.

To finance the PHP1.2 billion project, the provincial administration proposes a public-private partnership (PPP) model in which it would enter into a joint venture agreement with a private investor and allocate PHP100 million from the province.

Four private companies have indicated an interest in contributing to the bulk water supply project, which plans to utilize surface water from two significant rivers.

The province held the presentation of the study for the Negros Occidental Bulk Water Project on Monday in collaboration with the PPP Centre, Asian Development Bank, and United States Agency for International Development.

“The atmosphere was quite upbeat. The project’s potential completion this year delighted and shocked Governor (Eugenio Jose) Lacson. We are pleased to announce that this year will see the completion of all paperwork required for the investors’ forum and the procurement process of our first-ever bulk water project, which the provincial government requested.

Lacson expressed gratitude to the organizations that helped the provincial government carry out the project study in a statement.

“This will allow the province to learn crucial information about the problems, their solutions, and the subsequent measures. This project shows the effectiveness of teamwork and a common goal in achieving projects of the utmost importance and urgency, guaranteeing that every Negrense has access to clean water.

To guarantee that Negrenses have access to safe, hygienic, and potable water, Lacson had earlier stated that the provincial government is taking the initiative in creating a bulk water supply project.

According to data published last year, groundwater availability in Negros Occidental is just 8%, making it important to use alternative water sources, such as surface water resources, which are 92 percent available.
