🚧 MMDA Clarifies Delay in Project Due to Pandemic and Election Ban 🗓️🚫

The Metropolitan Manila Development Authority (MMDA) clarified on Tuesday that the delay in the first phase of the Metro Manila Flood Management Project (MMFMP) was primarily caused by the impact of the Covid-19 pandemic, the previous election ban, and other contributing factors.

The Commission on Audit (COA) flagged 33 projects under the MMFMP for implementation delays. Acting MMDA Chair Don Artes explained that these questioned projects spanned from 2018 to 2022, a period significantly affected by the Covid-19 pandemic and the election ban.

Artes highlighted that the procurement process for the MMFMP Phase 1, which is funded by the World Bank and the Asian Infrastructure Investment Bank, follows a distinct procedure as a foreign-assisted project. He emphasized the extensive process and consultation with the World Bank that took place before project approval and implementation.

The World Bank plays a role in reviewing the MMDA’s bidding process and occasionally recommends the continuation of projects initially rejected by the agency, leading to revisions in contract cost and duration. Additionally, the World Bank approves site relocations or project redesigns.

Artes reassured the public that the MMFMP Project Management Office is diligently monitoring all deliverables to ensure their timely implementation.

Regarding the COA report mentioning 47 projects, Artes stated that 27 have already been completed, 12 are ongoing and scheduled for completion this year, three are in the procurement process, and five have been abandoned as they are deemed unnecessary or irrelevant.

He further mentioned that the World Bank has given the MMFMP a “satisfactory rating” and has recommended a two-year extension for the project.

🚗 Disposal of Unregistered Vehicles 🗑️

Addressing the issue of unregistered vehicles flagged by COA in its 2022 report, Artes clarified that the 71 vehicles mentioned are all off the road as they are beyond repair.

He explained that vehicles without registration from the Land Transportation Office (LTO) will be disposed of as junk. The MMDA is currently in the lengthy process of disassembling these vehicles to utilize their parts for their serviceable vehicles.

Artes noted that the MMDA holds quarterly caravans with the LTO to ensure the timely registration of their vehicles.

Regarding the COA’s disclosure that 216 vehicles have exceeded their useful lifespan of seven years for government service vehicles, Artes stated that these vehicles are still functional, well-maintained, and in active use.
