Individuals who have not been vaccinated are not permitted to access any Department of Foreign Affairs (DFA) consular offices located in malls with an Alert Level 3 or above.

The restriction applies to all consular offices and temporary off-site passport services (TOPS) located in malls, according to a DFA advisory issued on Wednesday by the Office of Consular Affairs (OCA).

The ban applies to unvaccinated people, including youngsters, due to a limitation placed by the host malls that prevents them from entering.

The DFA stated that “Consular Offices are unable to overrule the host malls’ security and health requirements.”

It urged affected applicants to check the mall’s policies before going to their appointments, or to reschedule them after being properly vaccinated against Covid-19 or after the limitations for the unvaccinated was abolished.

“As the Department works to provide passport services to the public while maintaining the people’s safety and health despite the continuing pandemic,” the DFA said.

The Metro Manila Council, which is made up of the 17 mayors of the National Capital Region (NCR) and the Metropolitan Manila Development Authority (MMDA), issued a resolution on Monday urging local government units in the NCR to enact ordinances prohibiting unvaccinated people from leaving their homes, with some exceptions.

Going outside to get vital goods and services, going to work, and doing individual outdoor exercise are examples of these exceptions.
