The Reds’ behavior of obstructing disaster relief efforts is “senseless and callous,” according to the DILG.

While the government makes every effort to meet the needs of typhoon victims, the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) obstructs relief efforts, making the situation worse, according to a Department of the Interior and Local Government (DILG) official.

DILG Undersecretary Jonathan Malaya chastised the communist terrorist group for their “senseless and inhuman activities” in the face of natural calamities during a virtual National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) press conference.

Prior to the onslaught of Typhoon Odette in Samar and Surigao del Sur on December 15, communist terrorists launched two separate attacks on government disaster relief teams.

In Barangay Cancavan, Carmen, Surigao del Sur, NPA militants assaulted a convoy of Philippine Army personnel and residents engaged in preemptive evacuation operations, injuring two civilians.

Two Philippine National Police (PNP) Special Action Force soldiers and a civilian were injured in a separate incident in Matuguinao town’s Barangay del Rosario, when police and local government officials were preparing relief supplies for high-risk areas.

Meanwhile, on December 20, NPA members killed farmer Mario Landisa as he walked home from Barangay Cabacungan in La Castellana, Negros Occidental.

The rebels wanted rice and money from Landisa based on preliminary inquiry, but he declined because he also needs to provide for his family, who have been impacted by Typhoon Odette.

“In the midst of a crisis, the DILG condemns these egregious disregards for human life.” They don’t pick a time to victimize civilians, troops, and police officers who aren’t involved in any operation,” Malaya stated.

He went on to say that these actions demonstrate the vast disparity between the government’s and communist movement’s motivations.

“When we compare the government’s response to communist terrorist groups that want to overthrow the government and establish a socialist country dominated by the Communist Party of the Philippines, we can see a significant difference in the government’s concern compared to the horror or tragedy that these communist terrorists will bring if they succeed in our country, so it is still clear in broad daylight that the government truly loves, cares, and supports us.” How can we trust that they are fighting for the benefit of the country if they are the ones victimizing those who are assisting our countrymen?”

With these regrettable instances, Malaya promised that more PNP personnel would be dispatched to defend LGUs against rebel attacks, citing a shortage of police officers in hilly areas.

“We’ll do everything we can for them, but ang ginagawa natin ngayon is yung mga kaukulang kaso ay kailangan mai-file natin para kung mahuli natin ang mga yan pwede sila agad makulong,” she said (but what we are doing now is to file the appropriate cases where they can be imprisoned in case they are arrested). They should be held accountable for the crime,” he continued.

Malaya stated that the government will continue with its disaster response and recovery efforts.

President Rodrigo Duterte had previously charged the DILG with overseeing monetary aid distribution in urban regions, while the military was tasked with managing aid distribution in hard-to-reach areas.

The United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines have all designated the CPP-NPA as a terrorist group.

The National Democratic Front was officially legally labeled as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, identifying it as “an integral and independent part” of the CPP-NPA, which was founded in April 1973.
