The Department of the Interior and Local Government (DILG) has directed barangays to perform an inventory of those who have not been vaccinated.
The Department of the Interior and Local Government (DILG) instructed all barangays to submit an inventory of unvaccinated people in their areas on Wednesday.
“To ensure that we have accurate data on unvaccinated persons, Secretary (Eduardo) Ao issued a memorandum circular directing all barangays throughout the country to conduct an inventory to identify those who have not yet been vaccinated in their barangays, in line with President (Rodrigo) Duterte’s pronouncement to restrain or restrict the movement of our unvaccinated individuals.” In a television interview, Interior Undersecretary Jonathan Malaya said, “It all starts with an inventory, and after we have an inventory, the LGU (local government units) will apply the limits on the movement of unvaccinated persons through an ordinance.”
Malaya further stated that barangay officials must prepare the inventory “on a monthly basis” and submit it to the local DILG field office.
“The second stage is to keep a tight eye on the movement of people who haven’t been vaccinated yet and advise them to stay at home,” he said.
Malaya claimed that as village officials, they have “the ability to follow our laws,” including the President’s directions for them to politely ask unvaccinated people to stay at home.
Malaya said in a Laging Handa briefing that they expect all 17 LGUs in Metro Manila to enact laws restricting unvaccinated people’s mobility in the coming days.
Only three cities have yet to submit copies of these ordinances: Makati, Navotas, and Pasig.
“According to the DILG NCR report, ordinances have already been introduced in the councils of Navotas, Makati, and Pasig, but they have yet to be adopted.” In other words, the city councils are debating it, and we expect it to be passed within the next several days. This is because all of Metro Manila’s mayors have agreed to press for mobility restrictions on unvaccinated people,” he explained.
Malaya, on the other hand, stated that the government is making every effort to encourage immunization by disseminating localized information through influencers such as local politicians and medical experts.
“We also hold town hall meetings where an expert, such as a doctor from the Philippine Medical Association or allied medical professions, is invited, and we perform outreach efforts here in the villages to relay our message to them that they need to get vaccinated,” Malaya stated.
Meanwhile, Malaya said that numerous towns outside of the NCR have begun enacting their own rules to keep unvaccinated persons indoors.
“I will not be surprised if the provinces pass similar ordinances because the League of Provinces of the Philippines has already passed a resolution under the leadership of (Marinduque) Governor Presbitero Velasco encouraging their members, the member provinces, to pass such an ordinance so that when ordinances are passed, this will now serve as the guidelines for the barangays and the PNP in implementing our president’s directive.”
Malaya pointed out that the Metro Manila LGU ordinances “include very explicit rules on what may and cannot be done with respect to unvaccinated individuals in every LGU.”
“So each LGU’s PIO (public information office) is conducting this role of informing their residents on what acts are permissible and non-permissible by unvaccinated persons,” Malaya explained.
Unvaccinated people are required to stay in their homes at all times, except for the purchase of vital commodities and services such as food, water, medical services, public utilities, and work, according to a Metropolitan Manila Development Authority (MMDA) resolution.
