Benefits for healthcare workers will be extended until 2022, according to the Department of Health.

The distribution of Covid-19 benefits to health care workers (HCWs) will continue in 2022, the Department of Health (DOH) announced Thursday, in acknowledgment of their efforts to react to the epidemic.

The General Appropriations Act (GAA) 2022 allotted PHP1.08 billion to the Department of Health (DOH) for the payment of illness and death benefits to health care employees who caught Covid-19 while on the job.

The Department of Health said in a press release that it would issue a joint administrative order with the Department of Budget and Management on the standards for granting benefits.

The DOH will introduce the One Covid-19 Allowance (OCA) this year, in accordance with President Rodrigo R. Duterte’s declaration that HCWs should be granted greater Special Risk Allowance (SRA) in 2022, proportionate with their risks.

Benefits that were previously only available to a small number of HCWs, such as active hazard duty pay for public health workers, meals, lodging, and transportation allowance, and the special risk allowance for HCWs directly catering or exposed to Covid-19 patients, will be phased out in favor of a more inclusive and responsive OCA.

In accordance with the National Action Plan Covid-19 strategy of Prevention, Detection, Isolation, Treatment, Rehabilitation, and Vaccination (PDITR+), the OCA would be delivered to all health workers involved in the Covid-19 response.

The Department of Health stated that the stipend would be paid fairly to HCWs based on their Covid-19 exposure classification, which takes into account the type of health facility where they are placed, work location, and nature of employment.

High-risk individuals will receive PHP9,000 per month, while moderate and low-risk individuals will receive PHP6,000 and PHP3,000 per month, respectively. The OCA is calculated on a pro-rata basis.

“We are working hard to ensure that all of our HCWs are well-cared for by offering benefits that acknowledge their efforts in combating the Covid-19 outbreak,” stated Health Secretary Francisco Duque III.

In the 2022 GAA, a budget of PHP50 billion has been set aside for OCA, with PHP7.9 billion set aside for later release (FLR).

However, given the expected large number of eligible health workers, the DOH said it is working closely with the Department of Finance to ensure that the remaining PHP42 billion in unprogrammed funds is prioritized to ensure that the OCA is implemented until the state of national emergency is lifted.
