
To enhance patriotism in the Philippines, traditional writing systems are being revived.
On Tuesday, the House of Representatives passed a bill promoting, maintaining, and conserving the country’s indigenous and traditional writing systems on second reading.
House Bill 10657, or the proposed “Philippine Indigenous and Traditional Writing Systems Act,” was passed by voice vote by the chamber. Speaker Lord Allan Velasco is the primary author of the bill.
The bill intends to instill patriotism in citizens by instilling, disseminating, and preserving the country’s cultural legacy and assets.
It would require the Department of Education (DepEd) and the Commission on Higher Education (CHED) to incorporate writing systems in relevant basic and higher education curriculum, as well as the creation of a higher education elective or specialized course.
A strong national identity, according to Manila Rep. John Marvin Nieto, another bill author, is a “real indicator of a nation” that has formed a connection to its heritage, culture, and history.

He observed that many Filipinos appear to have forgotten and lost their genuine national identity in the Philippines, which he relates to the “potential repercussions of our colonial history, the implications of capitalism and industrialization, and the advancement of digital technology.”
“It is time for our country to explore its past through one of its cultural relics, our traditional or indigenous writing systems, particularly the pre-colonial Baybayin writing system,” he stated.
The National Commission for Culture and the Arts will be the policymaking body in charge of promoting indigenous and traditional writing systems in the Philippines.
The bill also aims to promote and conserve indigenous and traditional writing systems by organizing and sponsoring activities that raise awareness of these writing systems, especially during Buwan ng Wika and comparable events.
Seminars, conferences, conventions, and symposia might be held to promote and maintain these writing systems, as well as good record-keeping of essential documents and the preservation of oral testimony on these writing systems.
