For completely vaxxed passengers, the Philippines’ quarantine policy is lifted, and ROFs are issued.

Malacanang announced Friday that fully-vaccinated international visitors from countries having visa-free access to the Philippines and returning overseas Filipinos (ROF) will no longer be required to quarantine, but will need to produce negative Covid-19 RT-PCR test results.

The new protocols on entry, testing, and quarantine for fully vaccinated returning overseas Filipinos, regardless of their country of origin, will take effect on February 1 for leisure travelers and February 10 for business travelers, according to Cabinet Secretary and acting presidential spokesperson Karlo Nograles.

The Task Force on Covid-19 New Variants, as well as the sub-technical working group on data analytics, recommended these procedures, according to Nograles.

They would no longer be forced to adhere to strict facility-based quarantine under the new standards, but they would be required to self-monitor for any indication or symptom for seven days, with the first day being the date of arrival.

They must, however, submit a negative Covid-19 RT-PCR test result obtained within 48 hours of leaving their home country.

Unless otherwise permitted by the Inter-Agency Task Force on Emerging Infectious Diseases, international travelers must present proof of Covid-19 vaccination, such as the World Health Organization International Certificates of Vaccination and Prophylaxis, VaxCertPH, or national/state digital certificates from foreign governments that have accepted VaxCertPH under a reciprocal arrangement.

“Upon the appearance of symptoms, if any,” Nograles said, “[they] shall be required to report to the local government unit of destination.”

Due to the Omicron version of the coronavirus, the Philippines has temporarily stopped its “green,” “yellow,” and “red” Covid-19 risk designations for countries, territories, and jurisdictions.

Unvaccinated, partially vaccinated, or individuals whose vaccination status cannot be independently validated must present a negative RT-PCR test result taken within 48 hours prior to departure from the country of origin, according to Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 159.

They would also be placed in a facility-based quarantine until their negative RT-PCR test results were released on the fifth day.

They will be subjected to home quarantine until the 14th day, with the first day being the date of their arrival.

Arriving travelers undergoing home quarantine is monitored by destination LGUs and their respective Barangay Health Emergency Response Teams.

Children under the age of 12 who are unable to get vaccinated will be subjected to the same quarantine procedures as their accompanying parent or guardian.
