Self-described poor households had a somewhat lower percentage of 45 percent, according to SWS.

According to a poll performed by the Social Weather Stations, somewhat fewer Filipinos evaluated themselves as poor in the third quarter of 2021. (SWS).

According to the pollster’s recent data, 45 percent of Filipino families consider themselves poor, 34 percent consider themselves borderline poor, and 21 percent do not consider themselves poor.

“In June 2021, 48 percent of people stated they were poor, 29 percent said they were borderline poor, and 23 percent said they weren’t poor,” the SWS said in a statement.

The number of self-described poor families, according to the SWS, will be 11.4 million in September 2021 and 12 million in June 2021.

“A dramatic fall in the Visayas and a minor decrease in Metro Manila, offset by a steady score in Balance Luzon and an increase in Mindanao, resulted in a three-point decrease in self-rated poor in the third quarter of 2021,” according to the SWS.

According to SWS, the number of self-identified poor households decreased in the Visayas and Metro Manila, but the number of borderline poor families increased in all areas except Mindanao.

“A dramatic fall in the Visayas and a minor decrease in Metro Manila, offset by a steady score in Balance Luzon and a gain in Mindanao, resulted in a three-point decrease in self-rated poor in the third quarter of 2021,” the pollster stated.

In the Visayas, the number of Filipino households that considered themselves poor declined from 70% to 54% in June 2021, whereas in Metro Manila, it fell from 43% to 34%.

From June to September 2021, it remained at 38 percent in Balance Luzon. In Mindanao, however, it increased from 51% to 58 percent.

Borderline poverty increased from 24% in June 2021 to 42% in September 2021 in the Visayas, and from 19% to 30% in Metro Manila.

In Balance Luzon, it increased significantly from 28% to 32%.

In Mindanao, the proportion of people living on the edge of poverty has decreased from 42% to 34%.

Not poor hardly changed in all areas between June 2021 and June 2022: in the Visayas, it went from 7% to 4%, in Metro Manila, from 38% to 37%, in Balance Luzon, from 34% to 30%, and in Mindanao, it moved from 7% to 8%.

‘Newly impoverished’

According to the SWS, 6.9% of Filipino households are “newly poor,” or those who did not believe they were poor one to four years ago.

“The total proportion of poor families is made up of 6.9% who were non-poor 1-4 years ago (newly poor), 4.9 percent who were non-poor five or more years ago (typically poor), and 32.4 percent who have never been non-poor (always poor),” according to the pollster.

In September 2021, 1.7 million of the estimated 11.4 million poor families were newly poor, 1.2 million were generally poor, and 8.2 million were always poor.

The third quarter 2021 SWS was performed from September 12 to 16, 2021, with 1,200 individuals countrywide participating in face-to-face interviews with sampling error margins of 3% for national percentages and 6% for Metro Manila, Balance Luzon, the Visayas, and Mindanao.

Returning to normalcy

Karlo Nograles, Cabinet Secretary and Acting Presidential Spokesperson, commended the SWS poll results as indication that the government’s efforts to reopen the economy are paying off.

“The survey’s findings — particularly the decrease in Filipino families rating themselves as’mahirap,’ from 48 percent in June 2021 to 45 percent in September 2021 — show that we’ve made progress in our efforts to reopen the economy and recover from the negative economic impact of the Covid-19 pandemic,” Nograles said.

He stated that the government feels that the rise in the percentage of people who have been vaccinated and the decrease in new Covid infections have given them in a position to securely grow economic activities that will benefit employment and eliminate poverty.

“Our Economic Team predicts that placing Metro Manila, the Philippines’ commercial and financial hub, on Alert Level 2 while maintaining health and safety regulations will increase the economy by PHP3.6 billion and create 16,000 jobs each week,” he added.

Nograles also expressed gratitude to the national and local governments, the corporate sector, and the general public for their contributions to the country’s economic recovery.

Until the end of November, Metro Manila will be on Alert Level 2.
