For ‘green’ countries, testing and quarantine protocols have been suspended.
From Monday to December 15, the Philippines will temporarily suspend testing and quarantine measures for countries/jurisdictions/territories classed as “green,” Malacanang announced on Sunday.
The amended rules were adopted by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), according to Cabinet Secretary and acting Presidential Spokesperson Karlo Nograles.
On the basis of disease incidence rates, destinations on the green list are rated as “low-risk.”
Except for nations classified as “red” or “high-risk,” which are prohibited from entering, all inbound international travelers will be tested and quarantined in accordance with the “yellow” list’s testing and quarantine measures at all ports of entry (moderate risk).
That is, a three-day quarantine for fully vaccinated passengers even if their Covid-19 test is negative, and a five-day quarantine for unvaccinated travelers with partial doses or a negative Covid-19 test result.
In addition, the IATF halted Resolution No. 150-A (Series of 2021), which allowed fully vaccinated nationals of non-visa-required nations to enter green list countries/jurisdictions/territories.
The IATF also approved recommendations to strengthen local Covid-19 response, including requiring local government units (LGUs) to increase their alert for increasing and clustering of cases and emphasizing the importance of active case finding; conducting immediate contact tracing and isolation of cases detected from case surveillance among the community, including domestic and international travelers; and using reverse transcription-polymerase chain reaction (RTPCR) to detect cases detected from case surveillance among the community.
The Regional Epidemiology and Surveillance Units have been instructed to guarantee targeted sample selection for sequencing and to address decreased laboratory and region submissions from domestic and international passengers.
The Bureau of Quarantine and the Department of the Interior and Local Government, in collaboration with local governments, have been directed to identify and locate passengers who arrived within 14 days of November 29 from countries classified as red, and to require them to complete home quarantine for two weeks from the date of arrival, as well as RT-PCR tests if symptoms develop.
They are also responsible for ensuring strict execution and adherence to the Prevent-Detect-Isolate-Test-Reintegrate strategy, as well as adherence to minimal public health standards.
The Department of Health has been asked to ensure that health system capacity is prepared to deal with any increase in Covid-19 cases, and the sub-technical working group on data analytics has been directed to start developing models to show the potential effects of the Omicron variation.
