The Comelec must establish guidelines for pre-campaign actions, according to the DILG.

Secretary Eduardo Ao of the Department of the Interior and Local Government (DILG) said Thursday night that the Commission on Elections (Comelec) must release instructions on candidate activities before the start of the campaign period in February next year.

Former senator Ferdinand “Bongbong” Marcos Jr. and his running mate, Davao City Mayor Sara Duterte, held a caravan along Commonwealth Avenue in Quezon City on Wednesday, prompting Ao’s remarks.

In addition to generating road congestion, health standards such as physical separation were ignored as the caravan drew a large audience.

“We’re asking the Comelec to specify which political actions are permitted and which are prohibited. We hope it is conclusive because similar occurrences may occur in the future “In a message, Ao said.

To avoid similar “super spreader” situations, he stated the matter will have to be examined by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF).

“We’ll talk to the IATF and the Comelec about it because the campaign season starts in February and there’s still a long way to go. We should be grateful that the Omicron (a Covid-19 version) has yet to arrive, and that our numbers (on Covid-19 infections) are still good “Ao said.

The Philippine National Police (PNP) and local government entities can only apply minimal public health guidelines, according to Ao.

The organizers of the caravan, according to the Quezon City government, refused to work with local authorities.

The Marcos camp had previously apologized to motorists for the disruption caused by the caravan.
