The ARTA chief’s exit strategy is to improve government services as quickly as possible.
Jeremiah Belgica, director-general of the Anti-Red Tape Authority (ARTA), said his ‘exit plan’ is to speed up changes to improve government services, as the Duterte administration’s tenure ends next year.
During the Ease of Doing Business Summit in Quezon City on Thursday, Belgica added, “The exit plan is to build more momentum for us.”
Despite its youth, he continued, the ARTA has published policies and implement reforms that will make doing business with the government easier.
Fast-tracking the delivery of permits and licenses for telecommunications towers is one of the agency’s fundamental innovations, which has now helped the Philippines enhance its internet speed.
Belgica said that the government was able to issue more than 33,000 telco tower permits and licenses in a year, up from roughly 6,000 previously.
A Joint Memorandum Circular (JMC) on Poles, Underground Fiber Ducts, and Cable Laying was also signed by ARTA and other government agencies to speed up the development of telecom infrastructure and service projects, resulting in speedier internet connectivity.
According to the ARTA chief, these rules have resulted in a rise in the Philippines’ rating in Ookla’s speed test, with the country’s internet speed ranking rising to 67th in October from 111th in January.
Belgica also emphasized the importance of streamlining and automating government services so that citizens can conduct business with the government from the comfort of their own homes.
Local government units (LGUs) are required to build an electronic Business-One-Stop-Shop under the Ease of Doing Business and Efficient Delivery of Government Service Act of 2018, often known as the EODB law (e-BOSS).
LGUs can use the Integrated Business Permits and Licensing System (IBPLS) software developed by the Department of Information and Communications Technology to automate permitting and licensing procedures through the e-BOSS.
According to Belgica, the system is being used by 917 local government units as of September 30.
Before the end of the Duterte presidency, ARTA hopes to automate all 1,600 LGUs.
