Isko: The party-list system no longer supports marginalized groups.

MANILA, Philippines — According to the presidential aspirant and Manila Mayor Francisco “Isko Moreno” Domagoso, the party-list system is no longer responsive to the demands of the downtrodden and has to be reconsidered.

In an interview with Domagoso on Wednesday during a campaign stop in Marikina City, he said the system appeared to be working for the wealthy rather than the poor.

“Ang nangyayari ngayon, ang mga nagiging party-list ay mga mayayaman na, hindi na ‘yung mga sector na nangangailangan talaga ng tulong,” Domagoso explained. “How about the farmers, fishermen, and urban poor?” “Eh pano ngayon ‘yung mga magsasaka, mga mangingisda, mga urban poor, paano sila (How about the farmers, fishermen, and urban poor)?”

The Party-List System Act, or Republic Act 7941, was enacted into law to encourage proportional representation in the House of Representatives election.

This will “allow Filipino citizens from marginalized and underrepresented sectors, organizations, and parties who lack well-defined political constituencies but could contribute to the formulation and enactment of appropriate legislation that will benefit the nation as a whole to become members of the House of Representatives.”

This, according to Domagoso, is no longer true, as pro-poor party-list parties are “fading away” and being replaced by wealthy individuals.

“Unti unti na silang nag pe-fade away kasi gumagana na ‘yung salapi ng mga mayayamang indibidwal na ginagamit at pinalulusutan ‘yung sistema ng partylist,” he remarked.

System with two parties

Domagoso also wants the country’s two-party political system restored, claiming that it allows for a more amicable working relationship between the president and vice president.

“Ang problema ‘pag nagiging VP ay kalaban, wala ng ginawa for the previous five years, kundi awayin ng awayin ‘yung presidente, kontrahin ng kontrahin ‘yung presidente, kahit wala na sa lugar, dahil lang sa politika at baka sa personal na intensyon lamang sa So hindi siya nakakatulong sa tao, nakakakunsumi pa siya (The difficulty with a vice president [who is not from the same political party as the president] is that the VP becomes a ‘enemy’ who continues to oppose the president only for political reasons. Such behavior is not beneficial to the individuals.) “

In a two-party system, the electorate votes for only two main parties, each of which has a chance of winning a majority in the legislature.

Currently, the Philippines features a multi-party system with various political parties. However, the Philippines had a two-party system in the 1960s, with legislators choosing between the Liberal Party and the Nacionalista Party.

“Napapanahon na siguro na rebisahin, bisitahin, at tingnan natin, ano ang mga safety measures na pwedeng ikabit sa party-list system, senators, and president, and vice president,” Domagoso added.
