Duterte appoints Artes to lead the MMDA.

MANILA, Philippines — President Rodrigo Roa Duterte has named lawyer Romando Artes as the new chairwoman of the Metropolitan Manila Development Authority (MMDA), where he previously served as an officer in charge (OIC) and general manager.

The MMDA announced Artes’ appointment on Facebook on Friday, saying it took effect on March 1, making him the formal replacement for then-chair Benjamin “Benhur” Abalos Jr., who resigned in February.

Artes expressed gratitude to Duterte for his “faith and confidence,” promising that MMDA projects on traffic, solid waste, flood control, urban regeneration, public safety, and Covid-19 vaccine will be “equally vital.”

“It is a privilege to be named Chairman of the MMDA.” “For the past five years, the agency has been my home—first under Chairman Danilo Lim and then under Chairman Abalos,” Artes remarked.

Artes, a certified public accountant, previously worked for the MMDA as Assistant General Manager (AGM) for Finance and Administration in May 2017 and then as General Manager in November 2021.

The Commission on Audit (COA) gave the MMDA an “unqualified opinion” in 2019 and again in 2021 under his leadership as AGM for Finance.

Artes has also chaired the MMDA’s Covid-19 committee, which has vaccinated “almost all” of the MMDA’s employees and immediate family, as well as assisting surrounding local government units with their vaccination campaigns.

Artes graduated from San Beda College with a Bachelor of Science in Commerce majoring in Accounting in 1993 and a Bachelor of Laws in 1998.

Artes worked as an accountant and lawyer in Bian, Laguna, and as a consultant in Santa Rosa, Laguna, before joining the MMDA.

He also worked as a political and legislative officer in the Senate and a consultant in the House of Representatives in the legislative branch.

Undersecretary Frisco San Juan Jr., who also serves as the agency’s vice-chairperson, will succeed Artes as general manager.

Abalos resigned as MMDA chief on February 7 to become the national campaign manager for Presidential candidate Ferdinand “Bongbong” Marcos Jr.

Abalos appointed Artes as the MMDA’s OIC until Malacaang formally names a new chairperson.
