Calls for RevGov are protected by the First Amendment, but they are better ignored: Palace

MANILA, Philippines โ€” The call for a revolutionary government by a retired military commander and former National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) spokesperson Antonio Parlade Jr. is part of free expression, according to Malacanang.

After Parlade appealed for support against corruption in the Commission on Elections (Comelec) and other government bodies, acting presidential spokesperson and Presidential Communications Secretary Martin Andanar said, “A revolutionary government may be the only solution.”

In a press statement, Andanar stated, “Retired General Antonio Parlade’s appeal for a revolutionary government is part of his guaranteed freedom of speech and expression.”

He also reiterated Defense Secretary Delfin Lorenzana’s remarks ordering AFP members to ignore Parlade’s proposal for a revolutionary government.

“However, given Defense Secretary Delfin Lorenzana’s command of the Philippine Armed Forces, the retired general’s call should be rejected,” he added.

Parlade resigned as NTF-ELCAC spokesperson just before his military retirement.

He was also the commander of the Armed Forces of the Philippines’ Southern Luzon Command.

Parlade took over for Katipunan ng Demokratikong Pilipino (KDP) presidential nominee and former Education Undersecretary Antonio Valdez on November 13, 2021.

Independent aspirants, on the other hand, are not permitted to be substituted under Comelec guidelines.

His name was eventually removed from the final list of presidential contenders for the 2022 elections.

Following pro-Duterte groups’ desire to establish a revolutionary government in 2020, the Palace repeatedly refuted fears that President Rodrigo Duterte had plans to extend his term in office.

The idea to establish a revolutionary government has been officially rejected by Duterte and key government officials, who have emphasized the need of prioritizing the Covid-19 outbreak.

Duterte promised the public in February that the elections that will choose his successor would be fair and peaceful.

He also stated that he intends to remain neutral and will only support a candidate if there is a “compelling reason.”

Meanwhile, Parlade stated that a revolutionary government is not the answer to the country’s problems, particularly the alleged corruption in the Comelec.

“We are not advocating revolutionary governance as a solution. We are not claiming that this is the answer. We are simply informing the public that this is our current situation; it is up to you, tingnan nyo kung anong solusyon na dapat (to seek proper solutions); if it is revgov (revolutionary government) and you say so, so be it; if it is revgov (revolutionary government) and you say so, so be it; if it is revgov (revolutionary government) and you say so, so be it; “Added he.

Dedicated to the Constitution

Meanwhile, the AFP has maintained its commitment to the Constitution and all lawfully elected governments.

“The AFP is adamant about adhering to the Constitution and the lawfully elected authorities. The AFP’s 145,000 troops, airmen, sailors, and marines are firmly behind the chain of command “Army Col. Ramon Zagala, AFP spokesperson, issued a statement.

He further stated that all AFP troops must maintain honesty while performing their duties to serve the country.

“While the AFP respects people’s freedom of expression, we do not and will not support further legal methods outside of the Constitution,” Zagala added.

He said the AFP constantly encourages its personnel to follow the law and to always obey the chain of command, regardless of who is in charge.

“The Armed Forces will continue to be a professional organization that will not engage in partisan politics and will always prioritize the national interest over personal beliefs and opinions,” Zagala added.
