Eleazar wants the PH emergency communications system upgraded.

MANILA, Philippines — Guillermo Eleazar, a senate candidate for the Partido Reporma, has pledged to work to strengthen the country’s emergency communication networks in order to reduce casualties and damage during natural disasters.

Eleazar, who has been a police officer for over three decades, confessed that one of the key obstacles during disaster response operations is the lack of an adequate communication system at the barangay level, according to a statement released on Wednesday.

“Naranasan kong rumesponde sa mga biktima ng mga kalamidad at mapapatunayan ko na napakahirap ng operasyon kapag walang magandang komunikasyon sa mga opisyal ng barangay, at mapapatunayan ko na napakahirap ng operasy Ang namamatay tuwing may kalamidad, hindi naman tama na magbibilang na lang tayo. Maraming masasagip na buhay sa tamang paghahanda (I’ve responded to disasters before, and I know firsthand how difficult it is to undertake relief operations without effective contact with barangay officials.) It’s not right that every time there’s a disaster, we merely count the number of casualties),” he added.

Eleazar requested that the National Disaster Risk Reduction and Management Council (NDRRMC) be given more funding to improve the local disaster risk reduction management offices’ emergency communication systems.

He believes that every barangay’s local DRRMOs, particularly those in disaster-prone areas, should have a satellite phone that they may use to contact the NDRRMC in the event of a crisis.

Every year, roughly 20 storms hit the Philippines, according to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA).

Experts believe that, as a result of climate change, typhoons are growing more powerful and devastating over time.

The Philippines is also part of the Pacific Ring of Fire, a region in the Pacific Ocean that is home to many of the world’s earthquakes and volcanic eruptions.
