The Comelec softens some campaign-related rules.
Commissioner George Garcia of the Commission on Elections (Comelec) stated on Thursday that the poll agency has loosened several election campaigning limits.
According to Garcia, the Comelec en banc authorized the recalibration of the standards for in-person campaigning on Wednesday.
“Our law department will issue necessary resolutions,” he said in a press conference. “However, we say in advance that even though there is no Comelec Campaign Committee (permit) at Level 1 and Level 2, you will still get municipal or city permits because it is required under Section 87 of the Omnibus Election Code,” he said.
No election campaign activity shall be allowed without first getting approval from the corresponding Comelec Campaign Committee, according to previous Comelec in-person standards (CCC).
Some adjustments should be made now that the Covid-19 protocols have been eased, according to Garcia.
“We will enable 100% capacity for Level 1 and 70% capacity for Level 2.” The Commission’s reaction is that the original standards were written when the country’s pandemic situation was at Level 3, but it is now at Level 1 and may even be dropped to Level 0. He added, “There should also be some changes…”
Prior to this, only 70 percent capacity was permitted in regions classified as Alert Level 1, and only 50 percent capacity was permitted in places classified as Alert Level 2.
Handshakes, kissing, and snapping selfies are still illegal during campaign sorties, according to Garcia, under the upcoming Comelec ruling.
“The Comelec will have to be there to verify that health protocols are followed, and in terms of the pandemic, the people’s health is the number one priority,” he continued.
Ballots with flaws
Meanwhile, Garcia said that 105,350 ballots had been deemed invalid.
“Now, out of the 5,288,268 ballots that were verified, we discovered that 3,344,333 are good ballots and 1,943,935 are still being verified,” he stated.
He said that the rejected votes had a smear and were not correctly cut, among other things.
The election commission announced on Wednesday that a total of 49,737,783 ballots had been printed so far. The national and local elections on May 9 will require 67,442,616 ballots.
