MANILA, Philippines — Senate President Vicente “Tito” Sotto III, a vice presidential candidate, stated on Sunday that a vice president can help manage the country even if he does not hold a Cabinet position.

Sotto said the second-highest position is not a “spare tire,” or elected to simply assume the office in the event of the incumbent president’s death, disability, or resignation, during debates arranged by the Commission on Elections at the Sofitel Plaza.

The vice president may be appointed to the Cabinet under Article 7, Section 3 of the Constitution.

Sotto has previously stated that he opposes revising the 1987 Constitution, claiming that there is no current necessity for it.

Sotto argued in the same discussion that tandem voting or selecting a ticket rather than individual voting for presidential and vice-presidential candidates violates the objective of check and balance.

“Will we enable the presidential candidate na siya ang magbubuo ng (choose the) Vice President in the Philippines, where there are 64 million voters? ‘Yun po dapat ang bumoto kung sino ang gusto niyang maging leader ng bansa,’di ba (64 million Filipinos must be allowed to vote on who they want to lead the country), “Sotto remarked.

Internal purification

Sotto also advocated for internal cleansing to address the government’s corruption problem.

Despite the existence of anti-corruption bodies such as the Office of the Ombudsman and the Presidential Anti-Corruption Commission, Sotto believes the government is too large to be addressed by a single entity or anti-corruption agency.

“We need interior purification,” he remarked, adding that “we must lead by example.”

Senator Ping Lacson, he said, spoke out against “kotong” (extortion money) when he was chief of the Philippine National Police.

“What is the technique, Anong?” Internal cleansing and leading by example are two things that come to mind when it comes to internal cleansing. Hindi tinatanggap kahit anong offer ng kahit ano pati prize (Whatever offer, or reward is not accepted). “Everyone else follows you when you lead by example,” Sotto stated.

Human intervention, according to Sotto, should also be eliminated to aid in the reduction of corruption.

He claims that Congress has set aside a large sum of money for the Bureau of Customs’ computerization, but that “digitalization” has yet to take place.

“Bakit? If there is a need for human involvement, andun ang taga, andun ang kasagutan sa karamihan dyan. (Why? They demand human intervention, and when there is human intervention, there is bribery, according to the majority of them),” Sotto explained.
