Antique SAN JOSE DE BUENAVISTA – Senatorial candidate Francis Joseph “Chiz” Escudero has promised to work on a PHP20 billion fund for the recovery of areas devastated by Typhoon Odette if he is elected in May.

Escudero stated at a news conference on Monday that he wants to be a “Champion of the Local Government Units (LGUs)” by prioritizing their needs.

According to Escudero, he discovered from other local chief executives that the majority of them had not yet gotten support from the federal government, therefore he plans to prioritize the rehabilitation fund for impacted families.

He stated that the reconstruction monies would be distributed directly to the LGUs because they “know better” what their citizens require.

Meanwhile, Escudero stated that because the Philippines is an agricultural country, he aims to seek to improve agricultural allocations.
In contrast to Thailand and Vietnam, which are rice exporting countries, the national government has given more cash for infrastructure projects than agriculture, he continued.

“The Department of Agriculture (DA) only has a PHP80-billion fund, whereas the Department of Public Works and Highway (DPWH) has a PHP840-billion fund,” he stated.

Despite the rising Filipino population, he added, there are only 1.6 million hectares of irrigated land.

Meanwhile, Escudero stated that he has not yet endorsed a presidential contender since he is still assessing who has the best program and plans for the country’s good.

“However, I will have to endorse a presidential candidate at some point,” he remarked.
