The Red Cross has been unable to enter Mariupol, which is under siege in Ukraine.
GENEVA, Switzerland โ The Red Cross stated on Friday that a delegation on its way to Mariupol, Ukraine, to help assist the safe passage of 100,000 civilians had to turn back because preparations and conditions rendered it impossible to continue.
“Today, the International Committee of the Red Cross (ICRC) team, consisting of three vehicles and nine staff, did not reach Mariupol or support the safe passage of civilians,” the ICRC stated.
“On Saturday, they’ll try again to make the safe passage of civilians from Mariupol possible.”
According to the ICRC, the Ukrainian and Russian parties must honor the agreements and provide the essential circumstances and security guarantees for the operation to succeed.
“The ICRC’s responsibility as a neutral intermediary would be to follow the convoy out of Mariupol to another city in Ukraine if and when the safe passage operation takes place,” the Red Cross said.
Up to 160,000 civilians are stranded in Mariupol, according to Mayor Vadym Boychenko, who said on Monday that the port city has been besieged for weeks.
The Red Cross is in contact with Ukrainians and Russians on the last details of how tens of thousands of residents stranded in Mariupol will be evacuated, according to a spokesman.
Since Russian forces began bombing Mariupol, humanitarian aid has been impossible to reach the city.
“The parties to the conflict would also have to honor the agreements negotiated in order for this operation to take place,” Ewan Watson, a spokesman for the operation, said.
If that happens, he says, the Red Cross will act as a “mutual intermediary” and guide a convoy from Mariupol to another Ukrainian city.
There are currently 54 buses in the convoy, which could transport tens of thousands of civilians out of the city.

Allowing people to leave and allowing aid supplies in has become a humanitarian priority, according to Watson.
“Mariupol residents have been fighting for weeks with dwindling water, food, and medical resources. Putting together the safe passage convoy has been and continues to be a difficult task.”
Russian troops allegedly forced Ukrainian civilians to relocate to areas under their control, according to some reports.
