More evacuation centers may be funded by the PRRD.

MANILA, Philippines — According to a Cabinet official, President Rodrigo Duterte may grant more cash for the construction of more evacuation facilities.

Duterte would visit Batangas on Monday to examine if the evacuation hubs beyond the Taal Volcano’s danger zone are complying with design criteria, according to the Department of Human Settlements and Urban Development (DHSUD) Secretary Eduardo del Rosario.

“Si Presidente nga pupunta bukas sa Batangas, Monday, para tingnan ang isa sa tatlo name pinagawa na evacuation centers,” he said. Sabi niya gusto niya makita para makita kung yung ginawa namin ay in compliance with the design standard na siya ang nagbigay sa’min at nag-approve last 2018 (The President will travel to Batangas tomorrow, Monday, to check one of the three evacuation shelters we built.) In a radio broadcast, he stated he wanted to inspect them to see if they were built according to the design standard he approved in 2018).”

Del Rosario said three evacuation shelters were opened on Wednesday in the communities of Santa Teresita, Alitagtag, and Mataasnakahoy.

Each center may house 150 four- or five-person households.

He noted that there are separate facilities for men and women, as well as shower rooms, prayer rooms, kitchens, clinics, and a supply storage area.

If more evacuation centers are needed, Del Rosario believes Duterte will grant further cash.

“Actually, isa sa intention ng ating mahal na Pangulo kaya siya pupunta dun ay maglaan ng pondo, additional monies, para sa pagpapagawa (isa sa intention ng ating mahal na Pangulo kaya siya pupunta dun ay maglaan ng pondo, additional funds, para sa pagpapagawa),

The Department of Public Works and Highways, according to Del Rosario, started 392 evacuation center projects across the country from 2016 to 2021.

Only one has yet to begin construction. Of the total, 299 have been completed, 92 are under construction, and one has yet to begin construction.

The cost of the evacuation centers is estimated to be PHP14.3 billion.

“Ang sabi ni President Duterte nung last Cabinet meeting,’mayroon pa akong sobrang pera, gusto ko ibigay, para kung itong evacuation centers, gusto ko madagdagan pa,” he added.

When asked if the evacuation centers could resist violent storms, he answered that because they were built with large steel bars, they could also withstand earthquakes.

“Sa nakita kong process na ginamit ay masinsin na masinsin, ay masinsin na masinsin, ay masinsin na masinsin, ay masins If natin’s pag-uusapan ay lindol na foundation, ‘yung mayor ay nagrereklamo nga sakin. ‘Yung ginamit sa ilalaim, bakit daw napakalalaking mga bakal ‘yung ginamit sa ilalaim,’ bakit daw napakalalaking mga bakal ‘yung ginamit sa ilalaim,’ bakit daw Larger steel bars were employed, which were able to endure earthquakes),” he explained.

The evacuation centers, he added, are exempt from the election expenditure limit since they were built in accordance with the department’s Balanced Housing Development Program, which developers must complete before selling their projects.

“What I used here is the Balanced Housing Program, which requires developers to build housing and assist disaster-affected communities; this is the fund we used, which is funded by housing developers.” The government merely provides them with the necessary checks and balances in order to carry out the project. “They were not built with government monies,” del Rosario remarked in Filipino.

During the past 24 hours, the Philippine Institute of Volcanology and Seismology recorded 17 earthquakes in Taal Volcano, according to the Philippine Institute of Volcanology and Seismology.

Since March 26, the volcano has been on Alert Level 3.

The villages of Bilibinwang and Banyaga in Agoncillo, and Boso-boso, Gulod, and Bugaan East in Laurel, Batangas province, are all deemed high risks due to the potential threats of pyroclastic density currents and volcanic tsunami if greater eruptions occur.
