DOLE establishes guidelines for free Covid testing for newly hired employees.

MANILA, Philippines — The Department of Labor and Employment (DOLE) has released instructions for newly hired workers to receive free coronavirus disease 2019 (Covid-19) testing.

“This order is issued to provide guidelines on the one-time grant of free Covid-19 testing for qualified newly-hired job seekers who must secure a negative RT-PCR (reverse transcription-polymerase chain reaction) result among the pre-employment requirements,” according to Department Order No. 233, signed by Secretary Silvestre Bello III and released on Thursday.

To qualify for the testing subsidies, qualified beneficiaries must be newly recruited job seekers in all sectors who meet the pre-employment conditions.

Aside from newly employed candidates in private domestic companies, the order also applies to agency-hired overseas workers who are scheduled to deploy, as well as newly appointed personnel in any branch or instrumentality of the government.

“The program shall cover job seekers hired after the effective date of this order, as well as job seekers hired on or after February 1, 2022 who have yet to begin work due to a negative RT-PCR test result,” it stated.

Foreigners, with the exception of Persons of Concern, are not covered by the program (POCs).

Photocopy of any valid government-issued ID, duly completed subsidy application form, and certificate of engagement, acceptance, or appointment as the case may be, duly signed by the following: establishment owner, general manager, or human resource manager, in the case of private domestic establishments and recruitment agencies deploying workers overseas; or head of agency’s human resource office or the head of the agency’s human resource office, in the case of private domestic establishments and recruitment agencies deploying workers overseas.

Newly hired personnel must submit all required documentation to the local DOLE field office, which will analyze the application within three working days of receipt and forward the pre-approved applications to the respective regional office for final approval or refusal.

Whether the application is approved or denied, the DOLE Regional Office must notify the applicant via e-mail or text message within five working days.

The information that the recipient must give to the testing center will be included in the electronic message once it has been approved (i.e. reference number, date and time, and place of testing).

The Department of Labor and Employment has set up PHP100 million for the project, which would come from the national budget for 2022.
