Duterte signs an executive order to improve PCW’s organizational structure.

MANILA, Philippines — President Rodrigo Duterte has issued an executive order (EO) to reinforce the Philippine Commission on Women’s organizational structure (PCW).

EO 167, issued by Duterte on Wednesday, modifies EO 208, which was signed in 1994, and changes the makeup of the PCW.

“Given the PCW’s expanded role and area of activity, it is necessary to reinforce the Commission’s organizational structure, including its existing composition,” the directive stated.

According to EO 167, the President’s appointment of the PCW chairperson will be a full-time position with the rank and emoluments of an undersecretary.

The EO also calls for the appointment of two new members, one to represent senior citizens and the other to represent people with disabilities.

The chair of the National Economic and Development Authority, as well as the heads of the departments of Agriculture, Budget, Education, Foreign Affairs, Health, Local Government, Labor, Social Welfare, and Trade, are among the current PCW members from the government.

“The heads of the government agencies indicated are entitled to appoint permanent alternatives with a rank of Assistant Secretary or above to represent them at Commission meetings and other official activities.” According to EO 167, “the ex-officio member shall notify the Commission in writing of such appointment.”

Members of the PCW come from non-governmental organizations that represent labor, business and industry, science and health, education or academe, urban poor, indigenous peoples, farmers and fisherfolk, media, culture, and the arts, as well as youth.

A member of the commission is also a representative of the Philippine National Council of Women.

The new EO establishes a PCW secretariat, led by an executive director and supported by two deputy directors.

The PCW Secretariat is responsible for ensuring that the Commission’s members receive the necessary technical and administrative assistance.”

“All other provisions of EO No. 208, as amended, shall remain in full force and effect except as specifically modified by this Order,” EO 167 stated.

All women’s development programs and institutions in the country are coordinated through the PCW, which is the country’s major policy-making and coordination agency.

The commission’s mandate is to guarantee that national development plans are gender-responsive, to coordinate the assessment and revision of the National Plan for Women, to continue advocating for women’s empowerment, and to ensure Filipino women’s gains.

On Friday, Malacanang released a copy of EO 167.
