The Department of the Interior has issued a warning to local governments about issuing campaign fee permits.
MANILA – Secretary Eduardo Ano of the Department of the Interior and Local Government (DILG) has issued a memorandum circular to all local government units (LGUs) and concerned government agencies, instructing them not to give “permit-to-campaign” or “permit-to-win” fees or any other form of aid to terrorist groups such as the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).
Ano said the Philippine National Police (PNP) personnel and staff under the DILG and its affiliated agencies were also reminded to be non-partisan in the upcoming local and national elections under memorandum circular 2019-49.
He added that the DILG will file appropriate charges against individuals who violate Republic Act 10168, also known as the “Terrorism Financing Prevention and Suppression Act of 2012,” which is a violation of Section 261 of the Omnibus Election Code and Article 137 of the Revised Penal Code, or the Disloyalty of Public Officers.
“We will assist in the filing of charges, including the disqualification of candidates who will be found to have paid permit-to-campaign or permit-to-win fees to these groups,” Ano stated on Monday night’s episode of President Rodrigo R. Duterte’s Talk to the People.
According to Ano, the Commission on Elections (Comelec) would issue a resolution establishing a “Task Force Kontra Bigay” (TFKB) to combat vote-buying and selling.
Representatives from the DILG, PNP, Comelec, Department of Justice, Presidential Anti-Corruption Commission, National Bureau of Investigation, and Armed Forces of the Philippines would make up the inter-agency task group.
Ano further stated that on March 10, 2022, a DILG memorandum was issued, requiring LGUs to organize their respective Local Governance Transition Teams (LGTTs) to ensure a seamless transition of power following the election.
“The goal here is to have a group that will hand over the official documents, equipment, and other relevant information that should be immediately handed over to the incoming officials in order to facilitate, quickly, and expeditiously transfer the supervisory powers after the election results are declared,” he explained.
LGTTs must secure the safety of data, papers, and assets during the election period and enable a seamless local government transition of the new authorities on June 30, 2022, according to the agency’s Memorandum Circular No. 2022-029.
