More cops would be deployed in election ‘hotspots,’ according to the PNP.

MANILA, Philippines — The Philippine National Police Directorate for Operations Director, Maj. Gen. Valeriano de Leon, stated on Wednesday that they are prepared to increase the number of policemen in locations that have been or will be labeled hotspots under Commission on Elections (Comelec) oversight.

The PNP has mobilized the Civil Disturbance Management (CDM) Unit to help maintain peace and security for the May 9, 2022 elections, according to De Leon, who is also concurrent deputy commander of the National Security Task Force on National and Local Elections.

“There are allegations and information that certain groups and individuals are attempting to sabotage the election results. So ngayon pinaghahandaan natin ito (We’re preparing for this),” he said after a simultaneous logistical readiness test and dispatch ceremony at Camp Crame in Quezon City.

De Leon also shot down predictions of an impending upheaval in the run-up to the elections.

“It’s only a guess.” But, as I previously stated, you know when you plan your contingency lahat ng mga possible na pwedeng mangyari kaya i-appreciate itong sub-task group ng logistics (all of the possible scenarios that could occur, which is why we appreciate the creation of a sub-task group of logistics) because this is pre-activities for our send-off ceremony on May 2,” he said, referring to the presentation of election-related equipment.

The tapping of CDMs, according to De Leon, is part of the PNP’s election contingency plan.

He stated that this is to ensure a seamless, peaceful, and secure voting process, as well as to prevent all types of violence before, during, and after the election.

“This is in preparation for the election and post-election activities, because kailangan natin paghandaan ang mga (because we must prepare for) various eventualities.” As a result, this is an element of our contingency plan,” De Leon explained.

Two mobile force units, each with 81 police officers, will be stationed in each region, according to Del Leon.

Several radios, arms, guns, shields, protective jackets, and biohazard suits were delivered to staff who will be on duty on election day at the dispatch ceremonial turnover. Motorcycles and police patrols were also available for transportation.

The function of the police during elections, according to PNP chief Gen. Dionardo Carlos, is critical.

He stated that even before the election season, the PNP continues to develop plans and tactics to ensure community security and order during the national and municipal elections on May 9.

He said the PNP is ensuring that police personnel and troops have adequate logistics support, which will lead to a smooth handling of security activities during the election.

“I urge every member of the PNP and other law enforcement agencies to act with professionalism and discipline in the conduct of our respective task forces to ensure a safe, honest, and orderly election.” Furthermore, the partnership between the PNP, AFP, Coast Guard, Comelec, and public cooperation is critical and necessitates good coordination and integration in order to efficiently fulfill our primary goal,” he added.

Maj. Gen. Ronaldo Olay, director of the PNP Directorate for Logistics, said the equipment is not new, but has been repaired or adequately maintained for usage.

“We have 15,000 deployable transportation equipment for our ground vehicles all over the PNP, including 239 boats and aircraft such as the H125 and R44,” Olay explained.

“All PNP units, the various police regional offices, and the NSUs are involved, and they have their own logistical equipment.” These logistical assets have already been deployed in our PROs (Police Regional Offices) and NSUs (National Support Units), and they are now being used to escort and secure the movement of our automated election system and official ballots from the Comelec’s central hub to regional and provincial hubs,” Olay explained.

The PNP has begun escorting automated election systems and official ballots from April 2 to 19, for the automated election system, and April 20 to May 5, for the official ballots, he said.

Meanwhile, PNP Chief General Dionardo Carlos emphasized that police forces are ready to undertake election duty as deputized agents of the Comelec.

The PNP head was present at a showdown inspection and logistical readiness test of police resources and equipment that will be deployed for election security operations on May 9, 2022.

“All PNP units in the country have been boosting their efforts to secure the safety of polling stations twelve days ahead of the elections,” Carlos stated.

“We will ensure that sufficient police officers and women are posted in polling locations to safeguard the protection of voters and election officials, as well as to enforce minimum health procedures,” he added.
