‘Most successful’ polls in May 2022: DILG spox
MANILA โ The Department of the Interior and Municipal Government (DILG) spokeswoman claimed on Monday that the recent national and local elections were among the most successful, dismissing charges of electoral fraud and other forms of wrongdoing.
The charges, according to DILG spokesperson and Undersecretary Jonathan Malaya, are unsupported by data and facts on the ground.
“Potentially, napakaganda ng nakaraang eleksyon,” says the author (the recent election was commendable). ‘I believe this is one of the most effective election campaigns in recent memory,” Malaya stated at a press conference hosted by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
He credited the “peaceful” elections to improvements implemented, including as election automation and targeted deployment of police officers.
Malaya stated that the election’s success is judged not only on election day, but also in the months building up to it.
“Kasi bago ako napunta sa (Before I was appointed to) DILG, I was with the Department of Education (DepEd), and we were the ones deploying teachers for the elections, and I think the reforms that we did from the beginning to now, including the automation of the elections, the focused deployment of police in all areas, the use of PNP officers as BEIs (Board of Elections Inspectors) in areas where regular teachers are harassed and
According to Malaya, less than 1,000 vote-counting machines malfunctioned, accounting for less than 1% of the total VCM inventory.
“Those without a problem [VCM] account for 99.2 percent of the population.” So there’s no longer any discussion about the election results,” Malaya explained.
Malaya further stated that in the most recent elections, there were just 20 recognized election-related events, which was far lower than prior national and local elections.
He claimed that no permit-to-campaign payments or other forms of support were supplied to rebel groups who utilize these methods to extort money from politicians.
“I hope walang nangyari na hindi natin na-monitor (that there is no occasion where we failed to monitor (politicians offering support to the NPA) but in terms of our intelligence (report), this has been a very successful election because, as previously indicated, it is a mix of elements.” The support of local government units (LGUs), our focused military and police operations, the retooled communist support program, and this support for the barangay development program have all contributed to the CTGs’ (communist terrorist groups) severely reduced capacity to collect and harass our politicians,” Malaya said.
“However, it was not just the DILG, but the entire NTF-ELCAC that admonished local officials that the task force’s goal of eliminating CTGs is dependent on them,” he added.
Meanwhile, DILG Undersecretary Epimaco Densing III said in a radio interview that initiatives connected to crime monitoring efforts would be suggested to the department’s incoming executives.
“Nasa sa kanila na po’yun kung gusto nilang ipagpatuloy pero highly suggested po’yun, kung nasimulan naman sana ng maaga nung 2019 dapat patapos na’yan today (It is up to them if they want to follow the said program, but it is strongly advised.) This would have been finished by now if it had started in 2019),” Densing added.
The Safe Philippines Program, however, was not pursued by the department since finances for the PHP20 billion initiative were not given, according to Densing.
“It’s yung paglalagay ng maraming CCTV (closed circuit television cameras), roughly 10,000 sa buong Metro Manila na sponsored po ng Chinese or China import and export bank,” he said.
He said they pulled out of the project “as early as late last year because we feel the financial approval will be late,” and that the money were not given even if the project had already been approved.
Densing has asked for the ongoing use of body cameras during operations under the future administration, claiming that it is the “most significant project” that should be continued to assess any human rights violations.
Body camera purchases began last year, according to Densing, during the tenure of retired PNP chief General Guillermo Eleazar.
