MANILA – On Monday, the Commission on Elections (Comelec) granted the Office of Overseas Voting (OFOV) in Hong Kong’s request to send its Certificate of Canvass (COC) without waiting for the results of special polls in Shanghai, China.

The Commission en banc approved a two-page resolution allowing Hong Kong to send its votes to the National Board of Canvassers (NBOC) in Pasay City.

“The Commission resolved, as it hereby resolves, to approve the request of OFOV Director Sonia Bea Wee-Lozada, as follows: to modify the En Banc Resolution allowing the SBOC of the Hong Kong PCG (Philippine Consulate General) to general a Canvass Report as conveyed in advance by Memorandum No. 220923 dated 12 May 2022 (Ref. No. 768-22),” the resolution read.

“Instead of the Canvass Report, the SBOC at Hong Kong PCG is directed to manually encode the election results for Shanghai PCG as zero (0) to enable electronic transfer of its election results from SBOC Hong Kong PCG to NBOC,” the resolution continued.

“The resolution shall be without prejudice to any future decision on the status of foreign voting in Shanghai PCG,” the Comelec stated.

There are 1,991 registered Filipino voters in Shanghai who have yet to vote because the city is under lockdown owing to an increase in Covid-19 cases.

Apart from Hong Kong PCG, which has 93,886 voters, there are 14,653 voters in Macao PCG, 1,113 in Beijing Philippine Embassy, 640 in Xiamen PCG, 192 in Chongqing PCG, and 924 in Guangzhou PCG.

Shanghai will reopen in stages by June 1, according to Deputy Mayor Zong Ming, with movement restrictions primarily in place “as long as risks of a recurrence in illnesses are minimized.”
