In the midst of the pandemic, sin taxes help the government supply services: NEDA

MANILA, Philippines — Higher taxes on sin products like alcohol, tobacco, and e-cigarettes, as well as sugar-sweetened beverages, have aided the government’s ability to provide health and social services in the face of the worldwide health and economic crises.

The National Economic and Development Authority (NEDA) stated in a statement Friday that sin taxes raised funds to fund the Universal Health Care program and provide Filipinos with more comprehensive health care services.

“We started working on reforming sin taxes during the last administration. We reorganized the excise tax on tobacco and alcohol products under Republic Act No. 10351, or the Sin Tax Reform Law of 2012,” Socioeconomic Planning Secretary and NEDA Director-General Karl Kendrick Chua stated.

According to Chua, under the Tax Reform for Acceleration and Inclusion (TRAIN) Law, the first package of the Comprehensive Tax Reform Program, the Duterte administration has sought greater taxes on cigarette products and sweetened beverages (CTRP).

“When our prior hikes proved insufficient to curb usage, we hiked taxes on tobacco and alcohol products even more, and established a new tax on e-cigarettes through Package 2+,” he continued.

Increased sin taxes, according to Chua, have aided the government in disbursing emergency cash aids, procuring Covid-19 vaccinations, and investing in health and social services throughout the pandemic.

“We remain optimistic that the ambitious policies we’ve implemented over the last six years will continue to propel our economy ahead and enhance people’s lives,” he said.
